Explaining the Effects of Good Urban Governance on Urban Socio-Economic Resilience in Facing Epidemics (A Case of Shiraz)

Abstract :

 

In recent years, the Covid-19 pandemic has profoundly impacted urban societies and the lives of citizens. Urban management, as the custodian of city affairs, plays a critical role in controlling the spread of epidemics and mitigating their destructive effects by enhancing the resilience of urban communities. This study aims to examine the impact of good urban governance criteria on improving socio-economic resilience in cities against epidemics. Through theoretical studies, items related to the principles of good urban governance and the economic and social resilience of cities were identified and validated using expert opinions. The statistical population comprised residents of Shiraz, and data were collected via a questionnaire. Using structural equation modeling in Amos software, the influence of each governance criterion on urban resilience was analyzed.The results indicated that consensus-based governance (impact coefficient: 0.39) and efficiency (0.37) had the most significant effects on economic resilience. Similarly, participation (0.37) and consensus-based governance (0.35) were found to have the greatest impact on social resilience in the face of epidemics. Finally, the study proposed solutions to strengthen economic and social resilience to better address such phenomena.
