Abstract :

The upstream documents in any country determine the style and indicators of that country's governance. In the Islamic Republic of Iran, the Constitution as the first upper-level document has determined the principles of governance after the Islamic Revolution. After fourteen decades of the Islamic Revolution in 2017 and on the verge of entering the fifth decade of the Islamic Republic, Ayatollah Khamenei issued a statement entitled "The Second Step of the Islamic Revolution" which, as another high-level document in the Islamic Republic, By covering various political, cultural, scientific, economic and social sectors, it clarifies the path ahead for the Islamic Republic of Iran as the second step. In the first step, this research aims to extract a model of governance from the list of the document of the second step, and in the next step, by comparing the global document "Good Governance" and the extracted model, to examine the degree of compatibility of the two with the country's development. Based on this, this research with the library method and content analysis and the research type of comparative study between variables seeks to answer the question that: in the field of public policy making in Iran; Which one has better conditions between the second step statement model and good governance (global definition)? The aim of the research will be to understand the strengths and weaknesses of the two models.
