Abstract :
Social policy is a set of actions that governments put on the agenda to deal with social crises, especially in the areas of hygiene, education, housing, welfare and social security, which has an effective role in improving the functions of the Social Security Organization. Accordingly, the purpose of this article is to design a social policy model for the issues and crises of the Social Security Organization. In order to achieve the social policy model, using purposive sampling method and due to theoretical saturation, eleven professors, experts and people with work experience in the field of Social Security Organization were interviewed in-depth semi-structured and then the resulting data were analyzed through open, axial and selective coding. Research findings show that the government and the Social Security Organization should apply the four strategies of education, propaganda and promotion of insurance culture to citizens, emphasis on research and futures studies, land planning and codified planning and convergence of economic partners, government, the parliament and the organization should implement appropriate policies in the field of social security issues and crises. In other words, it is through the presentation of this policy and attention to these strategies that in the interaction of the Social Security Organization and government institutions, the independence of the organization and crisis management will emerge.
