Abstract :
In the first half of the Qajar rule, teaching the Quran had a traditional system, which, despite being disorderly, was very comprehensive, and preliminary Quran education was established in almost all parts of the country.A phenomenological look at the structure of Quran education is a testimony to the high number of educational centers that operated in the form of schools. However, there have been deficiencies in the quality of education, which caused the output of people with Quranic literacy to be not at the optimal level in relation to the number of Quranic learners. This research is trying to take a step towards a better understanding of the structure of teaching the Qur'an at the introductory level in that period by criticizing and examining these disadvantages. This will be done using library data and descriptive analytical method. It seems that unfavorable economic conditions and lack of proper planning for the use of efficient human resources in the Quran teaching process are the most important reasons for the inefficiency of this system in the Qajar era.
