Challenges of Iran's participation in the Belt and Road Initiative

Abstract :
The new belt and road plan is a tool in the plan to create regional cooperation, create political flexibility; Improving economic growth, proposing business diversification and investment in transportation, mining and energy sectors. The new belt and road is a favorable condition for Iran, among which the east-west corridor is particularly important. Iran is implementing plans in order to complete and expand its communication channels with the countries of the region. Iran can have a special position in this plan for various reasons, including its privileged geographical position. But this capacity is strongly affected by the limitations and obstacles that challenge Iran's foreign policy and turn even the positive effects of interdependence into a complex category. In this regard, the main question of the article is, what are the challenges that hinder Iran's entry into the Belt and Road project? In response to the above question, the hypothesis is proposed that according to the theory of challenges and obstacles to participation, the absence of complementary economies, the absence of conflicting cultural, ethnic and political values, religious divisions and competition and differences among member countries, the dominance of discourse. Security and the competition of extra-regional powers are the most important challenges for the realization of this economic project. The present research method is theoretical and analytical.
