Specifying the Model of Policy Implementation Obstacles in the National Paralympic Committee Using an Interpretive Structural Approach

Abstract :

The aim of the research was to provide a model of policy implementation obstacles in the National Paralympic Committee with an interpretative structural approach. The research method was descriptive-survey and practical in terms of purpose. The research data was collected in the field and in a mixed (qualitative and quantitative) way. In the qualitative section, 15 experts were selected purposefully using the snowball method. In the quantitative part, the statistical population included officials and experts of the National Paralympic Committee of Iran and managers of Paralympic sports federations, equal to 66 people. Due to the limited number of members, they were selected as a sample. The research tool was a researcher-made questionnaire, the validity of which was confirmed by sports management professors and its reliability, while re-coding by two coders, was confirmed by Cronbach's alpha test (α=0.89) and interpretive structural modeling technique was used to structure the obstacles.The findings showed that 45 obstacles in the form of 11 main obstacles in individual, organizational, policy and peripheral areas hinder the successful implementation of the policies of the National Paralympic Committee. Based on the findings, the obstacles were structured in five levels, and the material and economic para-athletes and obstacles related to the policy implementers were included in the base of the model. It can be said that arrangements and measures to reduce the costs of disabled people participating in sports and empowering policy implementers will help to remove obstacles to the implementation of the policies of the National Olympic Committee
