Measuring factors in the development of a sustainable smart city in Tabriz

Abstract :
The agenda of sustainable smart cities focuses on improving the quality of life of citizens by strengthening city infrastructure using new technologies. Therefore, the present research measures the effective factors in the development of the sustainable smart city of Tabriz from the perspective of the spirit of the place. This study followed a systematic approach using an analytical framework that included an extensive literature review and the opinions of urban experts to identify a set of indicators and evaluate it for validity, validity, and administration of a questionnaire for a population sample. This study used a sample of 169 participants who witnessed changes in the city of Tabriz during the last 10 years. The combined method of structural-interpretive model (ISM) and hierarchical process (AHP) was used for data analysis. This research showed that every place has its own identity, which is known as the "soul of place" that evaluates the sustainable characteristics and its use in planning and development helps the city to achieve sustainable development. It also showed that urban managers should consider the views of the local population along with important aspects of designing and planning development projects to achieve sustainable development with resilient infrastructure. Finally, this study can help to create sustainability at the local level for city managers, planners and decision makers while creating strategic networks.

Introduction
Smart cities have emerged as a driving force of national economic development and as vital strategies to address the multifaceted challenges of urbanization in the twenty-first century With their integration of economic, social, environmental, and technological dimensions, smart cities have become essential instruments for measuring sustainability and ensuring improved quality of life. Despite the global proliferation of research in this domain over the past two decades, the conceptualization and application of smart city principles remain deeply contextual, shaped by geography, culture, and history. This underscores the importance of the concept of Sense of Place (SOP), which links the physical and cultural identity of cities to the lived experiences of their residents. The notion of SOP embodies the spirit, traditions, and cultural continuity of place. It is not merely a geographical construct but a social and emotional fabric that sustains community identity and collective memory. Historically rooted in Roman beliefs about the protective “genius loci,” SOP today serves as a critical lens for urban design and policy, highlighting the interplay of identity, culture, and socio-economic structures. Integrating SOP into smart city frameworks ensures that innovation does not override heritage but instead enhances cultural assets, strengthens community engagement, and advances sustainability.
Methodology
The research adopted a mixed-method design with both qualitative and quantitative phases. First, a comprehensive literature review was conducted to identify indicators across the domains of smart governance, infrastructure, citizen participation, stakeholders, quality of life, and SOP. Semi-structured interviews with three experts were then carried out to refine the indicators and establish interrelationships among them. Data collected from these interviews were coded thematically, generating categories and sub-categories for further analysis.
The ISM technique was employed to explore causal linkages among the indicators, capturing both direct and indirect relationships. ISM provided a structural self-interaction matrix (SSIM), which was further processed to yield a reachability matrix and a conical matrix. This facilitated the development of a hierarchical model showing the relative positions of the indicators in the decision-making process.
Subsequently, AHP was applied to assign weights and priorities to the indicators. A purposive sample of 235 respondents was targeted, including both urban experts and residents of Tabriz, of which 169 valid responses were collected, and 150 were retained for AHP analysis. Respondents conducted pairwise comparisons of indicators on a 1–9 scale, allowing for quantification of subjective judgments. Consistency ratios (CR) were computed to ensure reliability, with all CR values below 0.10, validating the responses.
The integration of ISM and AHP (ISM-AHP) ensured both structural mapping of relationships and robust prioritization of indicators. Sensitivity analysis was further conducted to test the stability of the AHP results, verifying the resilience of the decision model to variations in weighting schemes.
Results and discussion
The ISM-AHP analysis revealed a three-level hierarchy of determinants for smart sustainable city development in Tabriz. At the first level, citizen participation (CI) emerged as the most influential driver, encompassing public hearings and communication channels for city planning. Respondents emphasized that legitimacy and success of smart initiatives hinge on active citizen involvement. At the second level, infrastructure (I) was identified as a pivotal enabler, particularly technological infrastructure (TI) such as ICT and human infrastructure (HI), which together create the backbone for smart city initiatives. Respondents highlighted the necessity of resilient and adaptive infrastructures to manage environmental risks, ensure energy efficiency, and enable ICT-based governance. At the third level, leadership (L) and governance factors, including local government capacity (LG) and political drivers (PD), played a crucial role. Strong local leadership was associated with reduced corruption risks, enhanced transparency, and more effective policy implementation. Moreover, stakeholders (S), both direct and indirect, were deemed essential in sustaining collaborative networks across sectors. Among sub-indicators, local government (LG), direct stakeholders (DS), and public hearings (PH) ranked highest, followed by ICT infrastructure, cultural hubs, and quality of life dimensions such as environmental well-being and health facilities. Notably, SOP indicators such as cultural identity and learning hubs were less dominant in terms of immediate weight but were recognized as foundational for long-term sustainability and resilience. Respondents prioritized livability (Liv) as the most critical outcome, followed by inclusivity (Inc) and resilience (Resi). Livability was interpreted as the provision of safe, accessible, and environmentally sound urban environments that improve everyday quality of life. Inclusivity highlighted the need for equitable access to services and opportunities, especially for marginalized groups. Resilience underscored the importance of adaptive capacity in the face of environmental and socio-economic shocks. The sensitivity analysis confirmed that the model was stable, with leadership and citizen participation consistently emerging as top priorities across scenarios.
Conclusion
This study demonstrates the central role of the Sense of Place (SOP) in advancing smart city development, particularly in the cultural and historical context of Tabriz. While infrastructure, governance, and technological investments remain essential, findings indicate that active citizen participation is the most decisive factor for achieving a sustainable smart transformation. SOP enriches this process by embedding local identity, cultural heritage, and community cohesion into the design and implementation of smart initiatives, preventing the reduction of smart city planning to a purely technological agenda.
From a policy perspective, localized and participatory approaches are vital. Transparent governance, citizen engagement, and stakeholder collaboration provide legitimacy and trust, while investment in ICT and human infrastructure is meaningful only if coupled with cultural preservation. By integrating SOP, innovation can reinforce rather than erode local identity.
For Tabriz, the results emphasize that its future depends not only on technological and managerial capacities but also on genuine citizen involvement. Expanding digital platforms for public interaction, designing urban spaces that reflect historical identity, empowering local government to reduce bureaucracy, and ensuring inclusivity and livability are crucial pathways for sustainable urban development.
Theoretically, this research bridges SOP with smart city discourse in developing contexts, offering a place-based framework for urban sustainability. Methodologically, the combined ISM-AHP approach provides a reliable tool for analyzing complex interdependencies among indicators.
Ultimately, Tabriz’s transition to a smart sustainable city requires more than infrastructure. It demands deep engagement with cultural identity and social values, ensuring that development remains innovative, inclusive, resilient, and rooted in the unique heritage of place.

Measuring the Effective Factors in the Development of the Sustainable Smart City of Tabriz From the Perspective of the Spirit of the Place

Abstract
The agenda of sustainable smart cities focuses on improving the quality of life of citizens by strengthening city infrastructure using new technologies. Therefore, the present research measures the effective factors in the development of the sustainable smart city of Tabriz from the perspective of the spirit of the place. This study followed a systematic approach using an analytical framework that included an extensive literature review and the opinions of urban experts to identify a set of indicators and evaluate it for validity, validity, and administration of a questionnaire for a population sample. This study used a sample of 169 participants who witnessed changes in the city of Tabriz during the last 10 years. The combined method of structural-interpretive model (ISM) and hierarchical process (AHP) was used for data analysis. This research showed that every place has its own identity, which is known as the "soul of place" that evaluates the sustainable characteristics and its use in planning and development helps the city to achieve sustainable development. It also showed that urban managers should consider the views of the local population along with important aspects of designing and planning development projects to achieve sustainable development with resilient infrastructure. Finally, this study can help to create sustainability at the local level for city managers, planners and decision makers while creating strategic networks.

Extended Abstract
Introduction
Smart cities have emerged as a driving force of national economic development and as vital strategies to address the multifaceted challenges of urbanization in the twenty-first century With their integration of economic, social, environmental, and technological dimensions, smart cities have become essential instruments for measuring sustainability and ensuring improved quality of life. Despite the global proliferation of research in this domain over the past two decades, the conceptualization and application of smart city principles remain deeply contextual, shaped by geography, culture, and history. This underscores the importance of the concept of Sense of Place (SOP), which links the physical and cultural identity of cities to the lived experiences of their residents. The notion of SOP embodies the spirit, traditions, and cultural continuity of place. It is not merely a geographical construct but a social and emotional fabric that sustains community identity and collective memory. Historically rooted in Roman beliefs about the protective “genius loci,” SOP today serves as a critical lens for urban design and policy, highlighting the interplay of identity, culture, and socio-economic structures. Integrating SOP into smart city frameworks ensures that innovation does not override heritage but instead enhances cultural assets, strengthens community engagement, and advances sustainability.
Methodology
The research adopted a mixed-method design with both qualitative and quantitative phases. First, a comprehensive literature review was conducted to identify indicators across the domains of smart governance, infrastructure, citizen participation, stakeholders, quality of life, and SOP. Semi-structured interviews with three experts were then carried out to refine the indicators and establish interrelationships among them. Data collected from these interviews were coded thematically, generating categories and sub-categories for further analysis.
The ISM technique was employed to explore causal linkages among the indicators, capturing both direct and indirect relationships. ISM provided a structural self-interaction matrix (SSIM), which was further processed to yield a reachability matrix and a conical matrix. This facilitated the development of a hierarchical model showing the relative positions of the indicators in the decision-making process.
Subsequently, AHP was applied to assign weights and priorities to the indicators. A purposive sample of 235 respondents was targeted, including both urban experts and residents of Tabriz, of which 169 valid responses were collected, and 150 were retained for AHP analysis. Respondents conducted pairwise comparisons of indicators on a 1–9 scale, allowing for quantification of subjective judgments. Consistency ratios (CR) were computed to ensure reliability, with all CR values below 0.10, validating the responses.
The integration of ISM and AHP (ISM-AHP) ensured both structural mapping of relationships and robust prioritization of indicators. Sensitivity analysis was further conducted to test the stability of the AHP results, verifying the resilience of the decision model to variations in weighting schemes.
Results and discussion
The ISM-AHP analysis revealed a three-level hierarchy of determinants for smart sustainable city development in Tabriz. At the first level, citizen participation (CI) emerged as the most influential driver, encompassing public hearings and communication channels for city planning. Respondents emphasized that legitimacy and success of smart initiatives hinge on active citizen involvement. At the second level, infrastructure (I) was identified as a pivotal enabler, particularly technological infrastructure (TI) such as ICT and human infrastructure (HI), which together create the backbone for smart city initiatives. Respondents highlighted the necessity of resilient and adaptive infrastructures to manage environmental risks, ensure energy efficiency, and enable ICT-based governance. At the third level, leadership (L) and governance factors, including local government capacity (LG) and political drivers (PD), played a crucial role. Strong local leadership was associated with reduced corruption risks, enhanced transparency, and more effective policy implementation. Moreover, stakeholders (S), both direct and indirect, were deemed essential in sustaining collaborative networks across sectors. Among sub-indicators, local government (LG), direct stakeholders (DS), and public hearings (PH) ranked highest, followed by ICT infrastructure, cultural hubs, and quality of life dimensions such as environmental well-being and health facilities. Notably, SOP indicators such as cultural identity and learning hubs were less dominant in terms of immediate weight but were recognized as foundational for long-term sustainability and resilience. Respondents prioritized livability (Liv) as the most critical outcome, followed by inclusivity (Inc) and resilience (Resi). Livability was interpreted as the provision of safe, accessible, and environmentally sound urban environments that improve everyday quality of life. Inclusivity highlighted the need for equitable access to services and opportunities, especially for marginalized groups. Resilience underscored the importance of adaptive capacity in the face of environmental and socio-economic shocks. The sensitivity analysis confirmed that the model was stable, with leadership and citizen participation consistently emerging as top priorities across scenarios.
Conclusion
This study demonstrates the central role of the Sense of Place (SOP) in advancing smart city development, particularly in the cultural and historical context of Tabriz. While infrastructure, governance, and technological investments remain essential, findings indicate that active citizen participation is the most decisive factor for achieving a sustainable smart transformation. SOP enriches this process by embedding local identity, cultural heritage, and community cohesion into the design and implementation of smart initiatives, preventing the reduction of smart city planning to a purely technological agenda.
From a policy perspective, localized and participatory approaches are vital. Transparent governance, citizen engagement, and stakeholder collaboration provide legitimacy and trust, while investment in ICT and human infrastructure is meaningful only if coupled with cultural preservation. By integrating SOP, innovation can reinforce rather than erode local identity.
For Tabriz, the results emphasize that its future depends not only on technological and managerial capacities but also on genuine citizen involvement. Expanding digital platforms for public interaction, designing urban spaces that reflect historical identity, empowering local government to reduce bureaucracy, and ensuring inclusivity and livability are crucial pathways for sustainable urban development.
Theoretically, this research bridges SOP with smart city discourse in developing contexts, offering a place-based framework for urban sustainability. Methodologically, the combined ISM-AHP approach provides a reliable tool for analyzing complex interdependencies among indicators.
Ultimately, Tabriz’s transition to a smart sustainable city requires more than infrastructure. It demands deep engagement with cultural identity and social values, ensuring that development remains innovative, inclusive, resilient, and rooted in the unique heritage of place.

چکیده
دستور کار شهرهای هوشمند پایدار بر بهبود کیفیت زندگی شهروندان با تقویت زیرساختهای شهر با استفاده از فناوریهای جدید متمرکز است. از این رو تحقیق حاضر به سنجش عوامل موثر در توسعه شهرهوشمند پایدار تبریز از منظر روح مکان میپردازد. این مطالعه یک رویکرد سیستماتیک را با استفاده از یک چارچوب تحلیلی دنبال کرد که شامل بررسی ادبیات گسترده و نظرات کارشناسان شهری برای شناسایی مجموعهای از شاخصها و ارزیابی آن برای اعتبار، راست آزمایی و اجرای پرسشنامه برای یک نمونه جمعیت بود. این مطالعه از نمونهای متشکل از 169 شرکت کننده استفاده کرد که شاهد تغییراتی در شهر تبریز در طول 10 سال اخیر بودهاند. برای تحلیل اطلاعات از روش ترکیبی مدل ساختاری-تفسیری (ISM) و فرایند سلسه مراتبی (AHP)استفاده شد. این تحقیق نشان داد که هر مکانی هویت خاص خود را دارد که به عنوان "روح مکان" شناخته میشود که به ارزیابی ویژگیهای پایدار میپردازد و استفاده از آن در مسیر برنامه ریزی و توسعه برای دستیابی به توسعه پایدار کمک شهر میکند. همچنین نشان داد که مدیران شهری باید دیدگاههای جمعیت محلی را به همراه جنبههای مهم طراحی و برنامهریزی پروژههای توسعه برای دستیابی به توسعه پایدار با زیرساختهای تابآور در نظر بگیرند. در نهایت این مطالعه میتواند به ایجاد پایداری در سطح محلی برای مدیران شهری، برنامهریزان و تصمیمگیرندگان در حین ایجاد شبکههای استراتژیک کمک کند.

مقدّمه
روح مکان به مکان شهر و تاریخ پیوسته مکان(شهر) اهمیت میدهد. هر مکانی دارای ویژگیها، سنتها و قراردادهای خود است. هر مکان روح خاص خود را دارد که به همین دلیل هر ساکنی جذب منطقه خاصی است که معمولاً به عنوان محل زندگی نامیده میشود. روح مکان همچنین به فعالیتها و شیوههایی که از طریق نسلها دنبال میشوند اشاره دارد. هویت یک مکان که روح آن نامیده میشود را میتوان از طریق آنچه که آن مکان در ذهن افراد تداعی میکند (Bernardo et al, 2023: 4). روح مکان همان ویژگی است که یک مکان یا منظر را از دیگری متمایز میکند، منحصربهفرد و مخصوص است. بنابر باورهای کهن رومی هر وجود مستقلی دارای روح محافظ خویش است. این روح به مردم و مکانها زندگی میبخشد و از تولد تا مرگ همراه آنهاست. و محیط و ذات آنها با این روح تعیین میشود. بنابراین بر چیستی یک چیز دلالت دارد. تصور روح مکان به معنی پذیرش وجود یک هویت برای مکان است که انسان با حضور در آن تحت تأثیر این روح قرار میگیرد و رفتارهای وی نیز تحت تأثیر آن است (Mansouri et al, 2022: 591). هویت هر مکان نیز مسئول اقتصاد آن مکان است و به طور مستقیم و غیرمستقیم استانداردهای اقتصادی شهر وندانش را ارتقاء میدهد. تمرکز اولیه توسعه شهر هوشمند باید بر حفاظت و ارتقای داراییهای فرهنگی از جمله بناهای تاریخی، آداب و رسوم سنتی و سیستمهای دانش بومی باشد. این نه تنها در میان ساکنان احساس ارتباط با یک مکان خاص را پرورش میدهد بلکه باعث افزایش وحدت اجتماعی و جهان شمولی آن میشود(Dalavong et al, 2024: 5). حس مکان ساختاری را برای درک محیط طبیعی یک مکان و ترکیب راه حلهای طبیعت گرا در طراحی شهری را ارائه میدهد. شهرها میتوانند با استفاده از اکوسیستمهای محلی و منابع طبیعی، توانایی خود را برای مقاومت در برابر اثرات تغییرات آب و هوایی افزایش دهند و تاثیر منفی خود را بر محیط زیست کاهش دهند. مشارکت اجتماعی یک اصل اساسی در روح مکان است که نیاز به مشارکت ذینفعان محلی در فرآیندهای تصمیم گیری را برجسته میکند. برای اجرای یک رویکرد مشارکتی در ایجاد شهرهای هوشمند، ساکنان باید به طور فعال در تدوین سیاستها، طرحها و پروژههای شهری مشارکت کنند (Ge et al., 2023: 2). اجرای مداخلات از پایین به بالا نه تنها مشروعیت و اثربخشی آنها را بهبود میبخشد، بلکه احساس مالکیت و مسئولیت را در بین شهروندان پرورش میدهد. روح مکان پذیرش نوآوری مبتنی بر مکان را در شهرها ترویج میکند، که شامل توسعه راه حلهایی است که برای رسیدگی به خواستهها و مشکلات منحصر به فرد هر مکان خاص تدوین شده است (Hassani Gharehtapeh, 2023, 269). شهرها ممکن است با استفاده از منابع محلی، تخصص و داراییهای فرهنگی که عمیقاً با ماهیت منطقه مرتبط است، توسعه فناوریها و شیوههای پایداری و انعطاف پذیری را افزایش دهند. مدیران شهری مسئولیتی برابر با مسئولیت ساکنان برای حفظ هویت مکانی دارند که به غنای فرهنگی آن مکان کمک میکنند (Myeong et al, 2022: 3).
شهرها به عنوان اکوسیستمهای پیچیده شامل خلاقیت و نوآوری برای تضمین محیط زیست پایدار و کیفیت زندگی هستند. شهرهای هوشمند از طریق ترکیب داراییها و فعالیتهای شهروندان ساخته میشوند که در کنار فناوری اطلاعات و ارتباطات (ICT) سرمایه انسانی را بهبود میبخشد و شهرها را متحول میکند (Tsampoulatidis et al, 2022: 2).
شهر تبریز نیز مانند اکثر شهرهای بزرگ دنیا با مشکلات پیچیدهای در زمینه تراکم جمعیتی، آلودگی هوا و صوتی، ارائه خدمات حمل و نقل، اجتماعی، اقتصادی مسکن و سایر مسایل روبرو هست. بنابراین شکلگیری شهر هوشمند براساس معیارهای هوشمند در شهر تبریز مبتنی بر دادههای کلان مکانی میتواند کمک بسیار زیادی برای مدیران دولتی و شهری برای تعیین استراتژی شهر هوشمند پایدار مبتنی بر روح مکان باشد. بنابراین شناسایی عوامل موثر در شکل گیری شهر هوشمند پایدار تبریز بر مبنای روح مکان در این برهه از زمان بسیار ضروری و حیاتی است. هدف این مطالعه، شناسایی عوامل موثر در توسعه یک شهر هوشمند پایدار و ویژگیهای آن در شهر تبریز براساس یک مدل روح مکان توسعهیافته است. ابتدا، مروری بر طرحها و پیشنهادهای توسعه شهر هوشمند مطرح و سپس، بررسی تحلیلی در مورد شهر هوشمند پایدار تبریز بر مبنای روح مکان انجام میشود.
پیشینه و مبانی نظری تحقیق
الکساندروف و همکاران1، (2024)، در بررسی شهرهای هوشمند برای قطب شمال پایدار؟ معرفی بحث انتقادی، نشان میدهند که چگونه پایداری شهرهای قطب شمال میتواند توسط پویایی شهری در معیارهای (1) توسعه شهر هوشمند، (2) سیاست و بوروکراتیزاسیون، و (3) نقش شهروندان به چالش کشیده شود. این مقاله چندین پیامد برای دانشگاهها، شاغلین و سیاستگذاران دارد: برای اولی، یک بحث جایگزین را برای بررسی روابط پیچیده بین توسعه شهر هوشمند و پایداری قطب شمال پیش میبرد.برای دست اندرکاران و سیاست گذاران، نشان دهنده جنبه مشکل ساز اما اغلب پنهان توسعه شهر هوشمند است و بر نیاز به ترجمه دقیق این مفهوم و وعدههای آن برای تناسب با بافت منحصر به فرد قطب شمال تاکید میکند. الله و همکاران2 (2024)، نقش LLM در شهرهای هوشمند پایدار: کاربردها، چالشها و جهت گیریهای آینده، به بررسی تکنیکها در تحقیقات و توسعه در زمینه تجارت، مراقبتهای بهداشتی، رسانهها، خانهها، جوامع و صنایع پرداختند.این مطالعه به عنوان پایهای برای کاوش بیشتر در کاربردهای فناوری در بافتهای شهر هوشمند عمل میکند.
حسین3 (2024)، در مطالعه شهرهای هوشمند امن و پایدار و اینترنت اشیا: چشم اندازها، چالشها و جهت گیریهای آینده، بیان میکند، یک شهر هوشمند امن، فناوریهای پیشرفته را برای افزایش کارایی، پایداری و ایمنی و در عین حال حفظ حریم خصوصی و دادههای شهروندان یکپارچه میکند. از طریق دستگاههای متصل به اینترنت اشیا (IoT)، نظارت در زمان واقعی، و تجزیه و تحلیل دادهها، یک شهر میتواند حمل و نقل، مراقبتهای بهداشتی، مصرف انرژی، مدیریت زباله و خدمات عمومی را بهینه کند.
کارو سوارز و همکاران4، (2023)، ایجاد شهرهای هوشمند مشکلات ناشی از شهرنشینی سریع و رشد جمعیت شهری را برطرف میکند. یک نمای کلی از شهرهای هوشمند ارائه میدهد و چندین تلاش جهانی برای شهر هوشمند را مورد بحث قرار میدهد. این ایده انرژی هوشمند را معرفی میکند که اجزای شبکه هوشمند را برجسته میکند و چگونه با چالشهای زیست محیطی در برنامه ریزی منطقهای مقابله میکند. علاوه بر این، چندین تهدید برای شبکه هوشمند را که ممکن است مانع عملکرد کارآمد آن شوند، تجزیه و تحلیل میکند و پیشنهاداتی در مورد نحوه برخورد با آنها ارائه میکند تا انرژی پایدار به شهرهای هوشمند تحویل داده شود.
چانگ و اسمیت (2023)، کیفیت زندگی ساکنان در شهرهای هوشمند: مروری بر ادبیات نظام مند، یافتههای این تحقیق از نظر شهر هوشمند و کیفیت زندگی شهری میتواند به برنامهریزان شهری کمک کند تا اولویتبندی کنند که کدام حوزهها برای شهروندان مهمترین یا معنادار هستند و در کدام خدمات سرمایهگذاری کنند. پیشنهاد شده است که زندگی هوشمند مهمترین حوزه یک شهر هوشمند است. با این حال، مطالعات مختلف نشان دادهاند که شهروندان ابتکارات شهر هوشمند را به طور کل نگر تجربه میکنند و کیفیت زندگی از نظر اولویتها کاملاً به زمینه بستگی دارد. بنابراین، استراتژیهای مشارکت شهروندان باید متناسب با هر زمینه مربوطه تنظیم و تطبیق داده شود. حکمرانی شهر هوشمند همچنین باید بلندمدت تر و استراتژیک تر باشد و شواهد واقعی نشان دهد که شهروندان در تصمیم گیری و حل مشکلات دخیل هستند و فقط گیرندگان منفعل نیستند.
تکسیرا و همکاران5 (2022)، در پژوهشی با عنوان شهرهای هوشمند، پایداری و کیفیت زندگی - مقایسه شاخصها و شاخصهایی که شامل آنها میشوند. پنج شاخص را بررسی میکنند که سه شاخص شامل شهر هوشمند، یک شاخص پایداری و یک شاخص کیفیت زندگی بود. نتایج نشان داد که همه شاخصهای بررسی در پایداری شهرهوشمند و افزایش ارتقا کیفیت جمعیت شهرها موثر هستند.
کومار و همکاران6، (2022) در بررسی شهرهای هوشمند: گامی به سوی توسعه پایدار، بیان میکنند عمدهترین مشکلات ساکنان زیرساختهای پزشکی، تراکم ترافیک، مراقبت از سالمندان، نظارت بر محیط زیست و پیشگیری از جرم است. هدف این تحولات دستیابی به زندگی با کیفیت همراه با بهره وری و رقابت پذیری بیشتر و پایداری است.
موسوی و حضرتی، (1402)، در رتبهبندی موانع رشد شهر هوشمند پایدار (مورد مطالعه: شهر کرمان). جغرافیا و آینده پژوهی منطقهای, نتایجشان نشان داد باتوجهبه مشکلات عدیده محیطی و زیستمحیطی شهر کرمان توجه به توسعه شهر هوشمند را راهکاری جهت کاهش این مشکلات معرفی کرده و پیشنهاد میشود زیرساختهای توسعه این شهرها مدنظر قرار گیرد و همچنین تعارضات میان توسعه شهر هوشمند و برنامههای دولت کاهش یابد.
شیرویهپور و همکاران، (1402)، ارائۀ مدل عوامل مؤثر بر توسعۀ آیندۀ شهرهای هوشمند پایدار با تأکید بر مدیریت بهینۀ انرژی نتایج این پژوهش نشان میدهد اینترنت پرسرعت (فناوری 5G) تأثیرگذارترین عامل بر آیندۀ شهرهای هوشمند پایدار است. بهکارگیری فناوری 5G سرعت دسترسی کاربران به حجم زیادی از دادهها را افزایش و زمان آن را کاهش میدهد. اینترنت اشیا میتواند از فناوری 5G به منظور مدیریت مصرف انرژی در شهر هوشمند پایدار بهرهمند شود. بنابراین، فناوری 5G قادر است بهخوبی پاسخگوی نیازهای شهر هوشمند پایدار در جهت مدیریت مصرف انرژی باشد. تحقیق و توسعه دارای رتبۀ دوم از لحاظ تأثیرگذاری بر آیندۀ شهرهای هوشمند پایدار است.
شمس نجفی و همکاران (1401)، در مطالعه ارائه الگوی شهر هوشمند مبتنی بر توسعه پایدار شهری با رویکرد آمیخته اکتشافی، نتیجه گرفتند زیرساختهای شهری هوشمند و حکمروایی هوشمند دو عنصر زیربنایی الگو هستند که بیشترین تأثیر را در ایجاد شهر هوشمند مبتنی بر توسعه پایدار دارند. به همین ترتیب از میزان تأثیرگذاری در سطوح بعد کاسته میشود و متغیرهای همسطح یعنی تعامل متقابل باهم دارند. این عوامل با تأثیر بر هوشمند سازی حملونقل و تجارتهای هوشمند مبتنی بر فناوری به اقتصاد هوشمند و محیطزیست هوشمند کمک میکنند.
زینالی عظیم و بابازاده اسکوئی (1401)، در تحقیق با عنوان تحلیلی بر ایجاد شهر هوشمند قابل زندگی در شهر تبریز، نتایج نشان داد در این مدل انطباق تمام ویژگیهای شهرهای هوشمند امکانپذیر بود. ویژگی محیط، موردی بود که بیشترین رابطه را در کمک به کارایی شهر و کاهش اثرات زیست محیطی در کیفیت شهرها را نشان داد و ویژگی اقتصاد، موردی بود که کمترین رابطه را نشان داد. در نهایت، استدلال میشود که به طور کلی کارایی در همۀ ویژگیها به تعامل شهروندان در فرایندهای نوآوری زندگی عمومی بستگی دارد. شهر هوشمند به دلیل موفقیت در زمینۀ نوآوری، اساساً بسته به فرایند مشارکتی که در محیطهای توسعه یافته و کشف و خلق ایده را تشویق میکند، از سایر راه حلها متمایز و مفید است..
حاتمی و همکاران، (1400)، در مطالعه شهر هوشمند پایدار: مفاهیم، ابعاد و شاخصها، نتایج پژوهش نشان میدهد که اگرچه تعاریف ثابت و مشخصی در مورد شهرهوشمندپایدار وجود ندارد، اما توافق اصولی بر اهداف نهایی آن، رسیدن به توسعه پایدار وجود دارد. چرایی این امر ناشی از اهمیت موج سوم پایداری و بحرانی شدن چالشهای اجتماعی، اقتصادی و بخصوص زیست محیطی در بستر شهرها است. همچنین، تاکید عمده این تعاریف بر روی برابری و فراگیری اجتماعی، افزایش کیفیت زندگی، ایجاد بهره وری، ایجاد زیرساختارهای منعطف، استفاده از فناوری اطلاعات و ارتباطات و حفظ محیط زیست قرار دارد. از طرف دیگر در تعاریف ارایه شده نوعی خلا آینده نگرانه وجود داشت که تعریف جدیدی با نگاه آینده پژوهی از این مفهوم ارایه شد. هسته اصلی این رویکرد برخلاف رویکردهای مشابه فناوری اطلاعات و ارتباطات به همراه توسعه پایدار است. مولائی و همکاران، (1400)، در تبیین مبانی و راهبردهای شهر هوشمند با رویکرد پایداری در حوزه مدیریت بحران (نمونه موردی؛ کلانشهر تهران). شهر هوشمند با بهره مندی از زیرساختهای فنآوریهای نوین، شهروندان هوشمند، زندگی هوشمند، اقتصاد هوشمند، دولت هوشمند و محیط هوشمند میتواند پایداری شهرها را ارتقاء دهد. بررسی تجارب موفق جهانی به ویژه در شهرهای پیتسبورگ، تویوتا و سئول نشان میدهد که مسائل ترافیکی، خدمات شهری، زیست محیطی و انرژی را میتوان با قابلیت شهر هوشمند حل نمود. کاربست این تجارب در کلانشهر تهران در مدیریت بحران ناشی از بلایای طبیعی و مسائل انسان ساخت به ویژه زلزله، ترافیک، آلودگی هوا با مدنظر قرار دادن ملاحظات پایداری و مدیریت بحران و پدافند غیرعامل و امنیت فضای مجازی و ملاحظات فرهنگ ایرانی-اسلامی میتواند به توسعه پایدار کلانشهر تهران منتهی گردد.
با توجه به ادبیات تحقیق کمبود تحقیقات تجربی در کشورهای در حال توسعه که در فرآیند هوشمند شدن هستند وجود دارد. با در نظر گرفتن این موضوع، سهم نظری پژوهش حاضر با هدف توسعه رویکردی روششناختی برای تحلیل تحول شهری بر اساس دیدگاه شهروندی در بافت کشورهای در حال توسعه است. این مطالعه پایداری را با استفاده از دیدگاه روح مکان (SOP) برای توسعه شهر هوشمند بررسی میکند و مدلی برای تبدیل شهرها به شهرهای هوشمند و دستیابی به توسعه پایدار به طور همزمان از دیدگاه ساکنان محلی پیشنهاد میکند. این مطالعه به بینش تحول شهری کمک میکند و از این رو دانش موجود را گسترش میدهد. تمرکز این مطالعه بر توسعه پایدار برای کشورهای در حال توسعه است. این بینش مفید در زمینههای مطالعاتی بین رشتهای از جمله توسعه انسانی، جامعه شناسی، توسعه شهری، علوم انسانی، مدیریت شهر، برنامه ریزی شهری و علوم محیطی ارائه میدهد. این محدودیتهای درک انسان را گسترش میدهد و امکان کاوش و مطالعه بیشتر در زمینههای مختلف را فراهم میکند.
ساختار شهر هوشمند پایدار
شهر هوشمند یک چشمانداز جامع از شهرهای آینده را پیشنهاد میکند که در آن ابزارها، خدمات و برنامههای فناوری جدید هوشمند در یک پلت فرم منحصر به فرد ادغام میشود و قابلیت همکاری و هماهنگی بین چندین بخش را فراهم میکنند (França et al, 2021: 76). شهر هوشمند شهری است که در آن شهروندان از امکانات و فرصتهای زیادی برخوردار میشوند. در نهایت بهبود کیفیت زندگی برای شهرهای هوشمند مهم است و پایداری هدف اصلی هوشمندسازی است (Zeynali Azim& Babazadeh Oskouei, 2022, 27). اگر چه کشورها درک متفاوتی از تعریف شهر هوشمند دارند، اما همه آنها توافق دارند که مولفههای شهر هوشمند به طور قابلتوجهی متنوع هستند و عمدتا شامل شش مولفه میباشند: محیط هوشمند، اقتصاد هوشمند، حاکمیت هوشمند، افراد هوشمند، زندگی هوشمند و تحرک هوشمند (Zeynali Azim, 2022, 21) (شکل ۱ را ببینید)، که هر کدام از آنها میتواند از تعدادی موضوع مشتق شود. محققان، شرکتهای تحقیقاتی و توسعه پروژه را بر روی این شش جز انجام دادهاند. محیطهای هوشمند، اکوسیستمهای اشیا ارتباطی، از جمله کاربران و شهرها، با هدف ایجاد توانایی توسعه پایدار در شهرها هستند. محیطهای هوشمند این پتانسیل را دارند که به کاربران اجازه دهند تا به طور یکپارچه با محیط اطراف خود تعامل داشته باشند و مبلمان را در خانه طراحی کنند تا دستیار خانگی شوند و به ساخت اکوسیستمهای سبز کمک کنند. (Kociuba et al, 2023, 4) محیطهای هوشمند در شهرهای هوشمند میتوانند از سیستمهای (اینترنت اشیاء)ماشین به ماشین (M۲M) مانند شناسایی فرکانس رادیویی (RFID)و شبکههای حسگر بیسیم برای کمک به شهرها در ردیابی دادههای انرژی در زمان واقعی استفاده کنند و اطمینان حاصل کنند که ماشینها میتوانند انرژی را به طور موثر توزیع کنند؛ (Sharif & Pokharel, 2022: 3) اقتصاد هوشمند استفاده از عناصری مانند نوآوری تکنولوژیکی، بهرهوری منابع، پایداری و رفاه اجتماعی بالا به عنوان موتور موفقیت اقتصادی با هدف بهبود کیفیت زندگی برای همه شهروندان است. (Addas, 2023: 2) حاکمیت هوشمند، استفاده از فنآوری برای راهاندازی پلتفرمهای آنلاین و آفلاین است، به طوری که ساکنان از محدودیتهای فیزیکی بیشتری برای مشارکت در سیستم مدیریت عبور کنند، و هدف آن تغییر از وابستگی به یک مدیریت اداری سنتی به یک مدیریت چند بعدی است؛ (Baradaran khanian et al, 2024: 194) افراد هوشمند جوامع را قادر میسازد تا با جمع آوری، درک و به اشتراک گذاری دادههای محیطی، محیط خود را بهتر درک کنند. ابزارهایی را در سطوح مختلف فنی برای افزایش آگاهی و ایجاد توانمندی از طریق دادههای محیطی فراهم میکند هدف این است که هر فرد در شهر بخشی از مجموعه اطلاعات شهر باشد (Paes, 2023: 5). افراد هوشمند به استانداردهای اخلاقی بالا، ذهن باز و عادت به مشارکت در امور عمومی نیاز دارند، و شهرها تنها در صورتی میتوانند هوشمند شوند که ساکنان و دولتها درگیر باشند (Zeynali Azim, 2022, 67) زندگی هوشمند شامل آسانتر کردن استفاده ساکنان از زیرساختها و فنآوریهای ارتباطی، ادغام فنآوری اطلاعات با فنآوریهای دیگر برای ایجاد فرصتهای اقتصادی و بهبود کیفیت زندگی ساکنان است (Javed et al, 2022: 6)؛ تحرک هوشمند همواره یک گزینه اولویتبندی شده برای شهرهای هوشمند، از جمله زیرساختهای هوشمند، اتوماسیون، وسایل نقلیه متصل و الکتریکی، خدمات تحرک ترکیبی، و اشکال جدید اشتراک گذاری براساس فنآوریهای پلتفرم بودهاست (Vaezi et al, 2024: 83) در سطح تصمیم گیری دولتی، هدف استفاده از فناوری اطلاعات و ارتباطات (ICT) برای نظارت بر زمان واقعی شرایط ترافیک، کنترل پیشرفته جریان ترافیک و کاهش تصادفات ترافیکی است (Shirooyehpour et al, 2024: 120). در سطح جمعیتی، هدف ارائه شبکههای حملونقل یکپارچه، مقرونبهصرفه و پایدار برای مردم برای سفر به مقصد و بازگشت از مقصد به مبدا است (Shamsuzzoha et al., 2021: 5) تا به آنها کمک کند سبکهای زندگی راحت، ایمن، فعال، متعادل و مطمئن را تجربه کنند.

سازمان ملل متحد (2012) اهداف توسعه پایدار را برای هدایت برنامههای توسعه تا سال 2030 ایجاد کرد که هدف آن ایمن کردن شهرها و سکونتگاههای انسانی قابل زندگی، فراگیر، انعطاف پذیر و پایدار بود. معیشت و پایداری زیست محیطی دو مرحله مهم زیست پذیری هستند. معیشت به معنای داشتن زندگی سالم و زیست پذیر است، هر شهری باید معیشت، کیفیت زندگی و محیطی قابل زندگی را فراهم کند. زیست پذیری محیط زیست شامل پارامترهای اکولوژی، جامعه، اقتصاد و فرهنگ است. شهرهای هوشمند سکونتگاههای شهری را برای سرمایهگذاری در زمینه فناوری فراهم میکند تا بتواند زیست پذیری، کارایی و پایداری را بهبود بخشد (Myeong et al, 2022: 5).
مشارکت شهروندان از طریق پذیرش پلتفرمهای منبع باز آنلاین در برنامهریزی شهری، کیفیت و مدیریت را برای مقابله با مشکلات اجتماعی افزایش میدهد. این امر شهرهای پایدار، عادلانه و زیست پذیر را تحقق میبخشد. علاوه بر این، همکاری دولت، صنعت و سازمانهای دانشگاهی نقش مهمی در توسعه و تحقق زیست پذیری شهری ایفا میکند (Chantry et al, 2023: 1621, Mutambik et al, 2023: 3).
اصطلاح «زیستپذیری» بر اساس مجموعهای از اصول راهنمای مشترک که شامل: دسترسی، برابری، ایمنی، راحتی، خدمات در دسترس، پیادهروی، حمل و نقل و مشارکت است (Zeynali Azim & Karami, 2023: 133). شهرهای تابآور فشارهای بیرونی را جذب، انطباق و تغییر میدهند و ایمنی شهری را در رویدادهای غیرمنتظره و بحران، خطر یا فاجعه تضمین میکنند (Ghasemi et al, 2024: 47). هدف فراگیری در شهر ایجاد یک محیط امن و زیست پذیر با دسترسی مقرون به صرفه و عادلانه به خدمات شهری، خدمات اجتماعی و فرصتهای معیشتی برای همه ساکنان شهر است. برای تسهیل فراگیری در شهرهای هوشمند، باید محیطی امن تر و قابل زندگی ایجاد کند که مقرون به صرفه بودن و دسترسی عادلانه به خدمات شهری را برای ساکنان فراهم کند. شهرهای هوشمند فراگیر از همه شهروندان از جمله افراد معلول و سالمندان برای دسترسی به فناوریهای شهری پشتیبانی میکنند (Ghoreishi er al, 2021, 53). دولتها، سیاست گذاران و برنامهریزان شهری باید آسیب پذیری و شمول اجتماعی را در نظر بگیرند. همچنین ضمن در نظر گرفتن رویکردهایی برای ساختن شهرهای هوشمندتر و فراگیر، باید به دنبال آگاهی و شناسایی اقدامی برای استراتژیهایی بود که نشان دهنده تعهد نسبت به شیوههای فراگیر است (Okonta & Vukovic, 2024: 4).
در حالی که تاب آوری نقش مهمی در تثبیت نقش شهر هوشمند در توسعه پایدار شهری ایفا میکند. برنامه ریزی شهری شهرها میتواند از طریق مدیریت کاربری اراضی و با شکل دادن به محیط ساخته شده تاب آور شود. با در نظر گرفتن سایر جنبههای شهر هوشمند، ایمن بودن یک شهر هوشمند به همان اندازه مهم است (Zhu et al, 2020: 3). بنابراین، تاب آوری در برنامه ریزی شهر هوشمند اهمیت پیدا میکند. شهر باید بتواند از بلایای طبیعی، فروپاشی اقتصادی و بسیاری موارد دیگر در امان باشد. یک جامعه مخاطره آمیز میتواند با بکارگیری شهر هوشمند در برابر مخاطرات تاب آور شده و تغییرات در در سیستم شهری به ارمغان بیاورد تا از این طریق شهر را توسعه داده تا در برابر شوکها، خطرات و فشار بلایا مقاومت کند که این خود پایداری یک شهر را تضمین میکند (Shahrabani & Apanavičienė, 2023: 5).
در حال حاضر، تبدیل شهرها به شهرهای هوشمند در کشورهای در حال توسعه در مراحل اولیه است. رابطه بین طراحی شهری و پایداری پروژهها به وضوح در ادبیات تعریف نشده است (Chan & Chan, 2023: 266) این امر مستلزم بهبود قوانین مرتبط با برنامهریزی شهری یا رفتار شهروندان است تا امکان تغییر به سمت شهر هوشمند فراهم شود. از طریق شهرهای هوشمند، برنامهریزان و مدیران شهری میتوانند کارایی را در بسیاری از بخشها از جمله انرژی، آب، حملونقل، مخابرات و در بسیاری موارد دیگر با اتخاذ رویکردی جامع افزایش دهند (Zaidan, 2024). بنابراین شهر هوشمند شهری است که زیست پذیر و پایدار بوده و دارای اقتصاد پر رونقی است که فرصتهای متعددی را به مردمش ارائه میدهد تا به دنبال علایق گوناگون خود باشند(Zeynali Azim, 2022, 238).
تنوع فناوریهای نوظهور را میتوان در مواجهه با چالشها و حمایت از توسعه پایدار مورد استفاده قرار داد. این امر مستلزم همکاری و تعامل بین محققان، برنامهریزان، سازمانها و جوامع است که سهامداران اصلی تصمیمگیری برای پذیرش گستردهتر و کامل فناوریهای نوظهور در شهرهای هوشمند (Paskaleva & Cooper, 2022). توسعه شهر هوشمند به حکمرانی شهرها کمک میکند این به دلیل مشارکت دادن شهروندان است (Myeong & Bokhari, 2023: 4). توسعه شهری عمدتاً بر ارائه زندگی با کیفیت برای شهروندان تمرکز دارد. بنابراین مشارکت شهروندان در مرحله برنامه ریزی خود نقش بسیار تعیین کنندهای دارد و شهروندان میتوانند خدمات مبتنی بر فناوری اطلاعات و ارتباطات را بپذیرند و از آنها استفاده کنند، در بشرطی که کاملا ایمن طراحی شده باشند و با ارائه خدمات با کیفیت تر از حریم خصوصی افراد محافظت کنند. دولتمردان، رهبران کسب و کار و جامعه نقش مهمی در اداره و برنامه ریزی شهرهای هوشمند دارند (Lane, 2023: 4) ثابت شده است که بررسی سهم شهرهای هوشمند در بحرانها و همه گیریها بخش مهمی از استراتژی شهر هوشمند است. دخالت مؤثر ساختارهای دولتی و عدم وجود فشار شهرنشینی میتواند مزیتی مجزا برای تعامل و ظرفیتهای نوآورانه برای ارزیابی شهرها ارائه دهد. شهرهای هوشمند، به عنوان یک پدیده جهانی، منجر به فعالیتهای نوآورانهای شدند که وابسته به بافت باقی میمانند و در نتیجه تغییرات و توسعه نابرابر در بین شهرها در یک اختیار معین ایجاد میشود. ادبیات شهر هوشمند یک بدنه تحقیقاتی متفاوت و میان رشتهای با گفتمانهای قطبی بوده است که شهر هوشمند را به عنوان راه حلی برای همه مشکلات در توسعه شهری به سایر نقدهای مختلف از دیدگاههای مختلف میداند.
مواد و روش تحقیق

با انتخاب شاخصها از بررسی ادبیات تحقیق و کدگذاری موضوعی و به دنبال آن مدل سازی ساختاری تفسیری آغاز میشود که منجر به یک مدل سه سطحی از سلسلهمراتب تصمیمگیری و در نهایت کاربرد AHP میشود. بنابراین، شاخصهای ترکیبی برای مطالعه حاضر از دادههای مصاحبه (شکل 3) و از مرور متون اندیشمندان دیگر تولید شدند به جدول شماره 2 رجوع شود. این شاخصها ممکن است با توجه شرایط منطقه جغرافیایی و ویژگیهای متغیر هر شهر متفاوت باشند. بنابراین، شاخصها و رابطه آنها نیز متفاوت خواهد بود. مصاحبهها، به عنوان ابزاری با رویکرد کیفی، برای دریافت درک افراد از معانی و فرآیندها استفاده میشوند. شاخصها جدا از مرور متون با استفاده از کدگذاری موضوعی تولید شدند (شکل 3). مصاحبهها به صورت دستی رونویسی شدند، و دادهها به صورت دستی کدگذاری و تجزیه و تحلیل شدند تا روندها و تفاوتها در پاسخهای مصاحبهشونده مربوطه برجسته شود.

کدهای مشابه جمعآوری و تجزیه و تحلیل شدند، سپس آتمها توسعه داده شدند. برای روش مدل سازی ساختاری تفسیری (ISM)، دادهها از متخصصان شهری که دارای تخصص در اجرای پروژه توسعه شهری در شهر تبریز بودند، جمعآوری شدند. شهروندان متخصص که شاهد تحول شهری در طول سالها بودند، برای کدگذاری موضوعی (نسل شاخص)و همچنین پاسخ دهندگان برای پرسشنامه AHP مصاحبه شدند (جدول ۲). از این رو، مطالعه حاضر شامل هر دو رویکرد پایین به بالا (کارشناسان شهری)و بالا به پایین (کاربران نهایی)میباشد. یک رویکرد نمونهگیری هدفمند برای دستیابی به اطلاعات مناسب و مفید مورد استفاده قرار گرفت پژوهش حاضر از روش پیمایشی برای جمعآوری دادهها از شهر تبریز استفاده کرد. که فرصتهایی را برای برنامه ریزان و سیاست گذاران شهر هوشمند تبریز فراهم میکند تا به برنامهریزی شهر هوشمند توجه کنند.
محدوده مورد مطالعه
محدوده موردمطالعه در این پژوهش شهر تبریز است. این شهر مرکز استان آذربایجان شرقی است و بهعنوان بزرگترین کلانشهر شمال غرب ایران شناخته میشود و دارای وسعتی حدود 24498 هکتار است. این شهر در موقعیت جغرافیایی تقریبی 23 درجه و 46 دقیقه طول شرقی و 38 درجه و 38 دقیقه عرض شمالی قرار دارد و ارتفاع متوسط آن حدود 1340 متر از سطح دریا است(زینالی عظیم، 1401). شهر تبریز در فلات آذربایجان واقع شده و بهعنوان حلقهای بین فلات ایران، فلات ارمنستان (از سوی شمال) و فلات آناتولی (از سوی غرب) عمل میکند. موقعیت جغرافیایی مناسب شهر تبریز به همراه عوامل اقتصادی و انسانی، مرزهای سیاسی و فرهنگی، طرق ارتباطی داخلی و ترانزیتی، و موقعیت راهبردی آن در نزدیکی کشورهای همجوار این شهر را به یک موقعیت ممتاز و راهبردی تبدیل کرده است. جمعیت شهر 1593373 نفر برآورد شده است (زینالی عظیم، 1401). علیرغم این موقعیت ممتاز و شرایط منحصربهفرد اقتصادی و سیاسی این شهر بهصورت گسترده دارای سکونتگاههای اسکان غیررسمی است. تمرکز این سکونتگاهها در عمدتاً در بخشهای شمالی و جنوبی این شهر است. طبق برآوردهای تخمینی و اولیه حدوداً 450 هزار نفر در این بافتها سکونت دارند که باتوجهبه جمعیت شهر تبریز رقم نسبتاً بالایی است.

بحث و ارائه یافتهها
رویکرد ISM‑AHP
مطالعه حاضر از روش ترکیبی مدلسازی ساختاری تفسیری–فرایند سلسلهمراتب تحلیلی7 (ISM-AHP) استفاده کرد. ISM از فرآیندهای فکری انسان تقلید میکند و AHP ناهمخوانیها در فرآیند تصمیمگیری را به حداقل میرساند. ISM روابط بین شاخصهای مختلف را توصیف میکند و AHP از وزنهای اختصاصدادهشده استفاده میکند و همچنین اهمیت نسبی هر یک از عوامل تعیینکننده را ارزیابی مینماید. روش ISM به روابط مستقیم و غیرمستقیم بین متغیرها با ترکیب ورودیهای قضاوتی از متخصصان در زمینه مطالعاتی خاص کمک میکند. ISM استفاده از رابطه متقابل بین فاکتورهای عملکردی را افزایش میدهد چرا که مشخص میشود که آنها فقط در تعامل بین معیارها مهم هستند. این روش ترکیبی به تجزیه و تحلیل اطلاعات با کمک ISM و رتبهبندی با راستیآزمایی با استفاده از AHP کمک میکند. AHP همچنین به طور معناداری دربرگیرنده فاکتورهای غیرکمی یا کیفی است. شاخصهای غیرقابل کمیتسنجی استخراجشده از این مصاحبهها شامل رهبری (L)، انگیزه سیاسی (PD) و روح مکان (SOP) میشدند. حمچنین تحلیل سلسله مراتبی (AHP) به رتبهبندی یا اولویتبندی شاخصها کمک میکند. بنابراین برای مطالعه یک اعتبارسخنی چارچوب پیشنهادی فراهم سازی شده است. مدل سلسلهمراتب تصمیم سه سطحی تولیدشده توسط پاسخدهندگان یا کارشناسان مورد راستیآزمایی مضاعف قرار گرفت. سطح اول هدف را با معیارهای سطح دوم و زیرمعیارهای سطح سوم نشان میدهد (شکل 5). از کارشناسان شرکتکننده خواسته شد تا روابط بین زیرمعیارها و معیارها (معیارهای فرعی و اصلی) را شناسایی کنند. این رابطه متقابل برای فرموله کردن یک گراف جهتدار8 برای هر عامل تعیینکننده که نشاندهنده رابطه متقابل بین معیارهای فرعی است استفاده میشود.

پس از این مدل بهدستآمده از تحلیل ساختاری-تفسیری، یک چارچوب تصمیمگیری چندمعیاره برای توسعه شهر هوشمند پایدار مطرح میشود. پایایی در فرآیند توسعه شهر هوشمند شامل معیارهای متعددی از جمله رهبری، زیرساخت و ذینفعان میشود، که حاصل آن مساله تصمیمگیری چندمعیاره (MCDM) است که در آن بسیاری از معیارها کیفی هستند. برای دستیابی به توسعه پایدار، مشارکت فردی (شهروندان یا کارشناسان) در فرآیند تصمیمگیری به اجرائیشدن مؤثر نتیجه در آینده کمک میکند. بدین طریق، همسو کردن مشارکت فردی با توسعه شهر هوشمند به یک عامل مهم برای موفقیت کل فرآیند توسعه تبدیل میشود. از اینرو، به گنجاندن جنبههای فوق در چارچوب تصمیمگیری مرتبط بیشتر پرداخته شده است. جامعه پژوهش حاضر متشکل از شهروندان و کارشناسان در داخل و اطراف شهر تبریز، که بهطور تصادفی انتخاب شدند، بود.
نمونهای هدفمندی از شهروندان ساکن در شهر تبریز از طریق شبکههای حرفهای نویسندگان انتخاب شد. با پاسخدهندگان بالقوه به صورت تلفنی و شخصاً تماس گرفته شد، و قبل از ارائه پرسشنامه نظرسنجی، در مورد پیشینه و هدف این مطالعه به آنها توضیحاتی داده شد. شرکت در این نظرسنجی داوطلبانه و بدون استفاده از هیچگونه مشوقی بود. پرسشنامه از طریق ایمیل به شرکتکنندگان تحویل داده شد. پرسشنامهای است که به پاسخدهندگان ارائه شد. در پرسشنامه نظرسنجی، پاسخدهندگان موظف به انجام یک مقایسه جفت به جفت بودند. اولویتها با یک مقیاس نسبت از 1 تا 9 بیان میشوند، که در آن سطح 1 یک به معنای یک ویژگی برابر است در حالی که سطح 9 نشانگر قویترین ویژگی ترجیحی نسبت به دیگری است. پاسخها برای یافتن مقادیر ناموجود و خطوط راست بررسی شدند. در مورد پاسخهای ناقص، پیگیریهایی انجام شد و از پاسخدهندگان مربوطه درخواست شد جزئیات از قلم افتاده را تکمیل کنند. این نظرسنجی پنج ماه به طول انجامید و نمونه پرسشنامه را بین 235 نفر از پاسخگویان توزیع کردیم. ما در مجموع 169 پاسخ دریافت کردیم که از این تعداد 150 پاسخ برای AHP معتبر بودند (جدول 2) که به معنای نرخ پاسخ 61.5% است. حجم نمونه و میزان پاسخ این مطالعه با تحقیقات قبلی در این زمینه قابل مقایسه است.
تجزیه و تحلیل حساسیت
در نظر گرفتن نتایج فراهمسازیشده توسط تکنیکهای MCDM نیازمند دقت بیشتری است که، از اینرو، انجام تجزیه و تحلیل حساسیت را ضروری میسازد. هدف تجزیه و تحلیل حساسیت ارزیابی درجه تأثیر متغیر بر خروجی مدل از طریق کنترل متغیرها است. تجزیه و تحلیل حساسیت به تعیین استواری ارزیابی کمک میکند که از طریق بررسی میزان نتایج متاثرشده از تغییرات در روشها یا مدلها و غیره است. این به ارزیابی حداقل تغییرات در وزن معیارها، که میتواند موقعیت گزینهها را تغییر دهد، کمک میکند. محاسبه تجزیه و تحلیل حساسیت از طریق تغییر یک متغیر در هر دفعه انجام میشود و میتواند به چندین متغیر قابل گسترش باشد. برای این مطالعه، به منظور اعتبارسنجی، تجزیه و تحلیل حساسیت بر روی نتایج AHP انجام شده است. در این مطالعه از مدیران شهری یا محلی به عنوان مهمترین زیرمعیار با بالاترین وزن نسبی استفاده شد، و آنها بهطور جداگانه به عنوان متغیرهای مستقل تنظیم شدند تا نمودار حساسیت ترسیم شود شکل (6). استفاده از تحلیل حساسیت نشان میدهد که نتایج AHP دارای استواری، معناداری و قابل اعتماد هستند. این نمودار بالاترین نقطه را مطابق با نتایج AHP نشان میدهد.

این مطالعه با استفاده از دیگاه روح مکان9 (OSF) برای توسعه شهر هوشمند به کنکاش در پایداری میپردازد و مدلی برای تبدیل شهرها به شهرهای هوشمند و دستیابی به توسعه پایدار به طور همزمان از دیدگاه ساکنان محلی پیشنهاد میکند. مطالعه حاضر حقایق تجربی و بینشهای مبتنی بر دادهها را ارائه میکند که میتواند تدوین خطمشیها، تصمیمگیری و برنامهریزی استراتژیک در سطح محلی را با پیامدهای بالقوه در سطوح ملی و جهانی جهت دهی نماید. این ابزار میتواند به سیاستگذاران، دستاندرکاران، و ذینفعان در اتخاذ تصمیمات آگاهانه و پیادهسازی استراتژیهای کارا به منظور چارهجویی برای مسائل ظریفی مانند توسعه شهری کمک کند. گنجاندن دیدگاه روح مکان در فرآیندهای برنامهریزی شهری برای شهرها این امکان را فراهم میآورد که راهکارهای از نظر زمینهای مرتبطتر و پایدارتری را توسعه دهند که برای ساکنان محلی دلنشین باشد. این دربرگیرنده درک ویژگیهای منحصر به فرد و تاریخچه یک مکان است، که برای طراحی مداخلات شهر هوشمند بسیار مهم است. دیدگاه روح مکان ارتباط ظریفی با حفاظت از میراث فرهنگی و حفظ هویت دارد. مدل سازی ساختاری-تفسیری، تفسیری و مبتنی بر روابط متقابلی است که همه روابط بین متغیرها را به تصویر میکشند، و برای دانستن رابطه زمینهای بین شاخصها مفید است. یک مقایسه جفت به جفت برای دستیابی به یک ماتریس خودتعاملی ساختاری (SSIM) مفید برای چک کردن انتقالپذیری انجام شد. ماتریس دریافتی (RM) که به سطوح مختلف تقسیم میشود توسط ماتریس خودتعاملی ساختاری (SSIM) ایجاد میشود. ماتریس مخروطی توسعهدادهشده توسط ماتریس دریافتی باعث بازآرایی متغیرها از سطوح مختلف میشود. یک گراف جهتدار (که با عنوان دونگاره10 نیز شناخته میشود) تولید میشود و انجمنهای انتقال آن حذف میشوند. این گراف جهتدار به یک مدل تولیدشده توسط مدل سازی ساختاری-تفسیری تبدیل میشود، که به وسیله جایگزین کردن گرههای المانها در عبارتها امکانپذیر میشود. مدل تولیدشده با استفاده از مدل سازی ساختاری-تفسیری سپس برای سازگاری مفهومی با ادغام تغییرات لازم آزمایش میشود. در رابطه با میکمک11 تمام المانهای مناسب برای توسعه فرهنگ پایایی در توسعه شهر هوشمند در دستههای مختلف گروهبندی شدهاند. مطالعه حاضر موارد ذیل را دارای قدرت محرکه قوی اما وابستگی کم مشخص کرده است: شاخصهای رهبری، زیرساخت، محرکه سیاسی، ذینفعان، کیفیت زندگی، روح مکان، مشارکت شهروندان، دولت محلی، فناوری ارتباطات و اطلاعات، جلسات استماع عمومی، کانالهای ارتباطی برای ساختمان شهر، زیرساخت فناوری، زیرساخت انسانی، سازماندهی مجدد قانون و سیاستها، همکاری دولت محلی، ذینفعان مستقیم، ذینفعان غیرمستقیم، کانون یادگیری، کانون فرهنگی، بهزیستی محیطی، اشتغال، امکانات تفریحی، امکانات بهداشتی. در حالی که شاخصهای زیستپذیری، انعطافپذیری و همهپذیری دارای قدرت محرکه و وابستگی اندکی هستند و پیوندهای کمی با سایر شاخصها دارند. این مطالعه به این جمعبندی میرسد که بیشتر متغیرها ماهیت مستقل و غیرمرتبط دارند و در نتیجه هیچ ارتباطی با سایر متغیرها نشان نمیدهند. از این رو، اینها باید به طور جداگانه مورد بررسی قرار گیرند.دادههای جمعآوریشده برای اجرای روش AHP دربرگیرنده در مجموع 150 پاسخدهنده بود که شهروندان در شهر تبریز بودهاند و شاهد تحول در شهر بوده و شاهد تغییرشکل این شهر در طی بیش از یک دهه بودهاند. اولویتهای بهدستآمده در هر سطح از سلسلهمراتب تصمیمگیری در AHP به معیارهایی که مبتنی بر مقایسه جفت به جفت هستند وزن میدهند. این سلسلهمراتب تصمیمگیری دربرگیرنده هفت معیار و شانزده زیرمعیار بود. سپس این مقایسه به یک امتیاز خلاصه از شاخصها منتج شد (جدول 3، 4، 5). پس از آن، امتیاز بهدستآمده ضرب شد و نمرات درجهبندی شده آماده شدند. مقادیر شاخص سازگاری12 (CI) و نسبت سازگاری13 (CR) کمتر از 0.10 بود و λmax بزرگترین یا اصلیترین مقدار ویژه ماتریس را ارائه میکند.

مشارکت شهروندان، زیرساختها و رهبری در لیست اولویت قرار داشتند (جدول 4). نتایج این مطالعه نشان میدهد که شهروندان موفقیت شهرهای هوشمند و توسعه شهری را بر اساس شاخصهای مشارکت شهروندان، زیرساختها، رهبری، دولت محلی، ذینفعان و جلسات استماع عمومی ارزیابی میکنند. رهبری شهر هوشمند میتواند بر سطح سیاسی، ریسک سیاسی و سطح فساد در آن تأثیر بگذارد. تعداد فزایندهای از مقالات در مورد رهبری مبتنی بر مکان یا دولت محلی در مطالعات شهری و منطقهای وجود دارد. مشارکت شهروندان باعث میشود تا شهروندان در فعالیتهای تصمیمگیری فرآیند مدیریت شهری دخیل شوند. توسعه یک شهر هوشمند مستلزم طرح ریزی پیوسته زیرساختهای تاسیساتی و الزامات و تغییرات مربوطه برای طرح توسعه شهر است رویکرد به مدیریت شهری و موفقیت آن به اهداف نمایندگان سیاسی و اجتماعی، شهروندان و اقدامات جزبی بستگی دارد. ارتباط متقابل ذینفعان گردشگری از طریق پلتفرمهای ICT و مقاصد هوشمند فرصتهای زیادی برای همکاری و نوآوری رهبری و سرمایه انسانی ایجاد میکند مشارکت ذینفعان در طرحریزی شهری آن را پاسخگو و درگیر توسعه پایدار و مهماننوازی هوشمند میکند. پیادهسازی و مشارکت استراتژیهای شهری ذینفعان مختلف را از طریق تصمیمگیری دخیل میکند. این ذینفعان دارای تعاملات محوری انسان با فناوری هستند که بر ذینفعان گردشگری تأثیر میگذارد. این نشانگر نیازی بالقوه برای انتقال دادن خطمشیهای توسعهای به چشماندازی هوشمند، یعنی تحول استراتژیک چندوجهی برای دستیابی به موفقیت در پروژههای شهر هوشمند، است. نتایج به دست آمده گویای آن است که باید توسعه پایدار با ادغام پارامترهای زیستمحیطی، اقتصادی و اجتماعی در دستور کار سیاست دولت محلی گنجانده شود. پیش از این، مشارکت ذینفعان به عنوان یکی از عوامل بسیار مهم در موفقیت پروژههای ساختمانی بزرگ شناسایی شده است. پاسخدهندگان به زیستپذیری و فراگیر بودن اولویت دادند (جدول 5). این مطالعه زیستپذیری را بهعنوان یک بعد مهم برای توسعه شهری شهرها مشخص کرده است که تمرکز بیشتری بر تأمین محیطی سالم برای جمعیت دارد. زیستپذیری همچنین از شکل دادن به محیط شهری اجتماعی، اقتصادی، فیزیکی و زیستی پشتیبانی میکند. زیستپذیری یک مفهوم چندبعدی است که با ابعادی مانند آب و هوا، زیرساختها، ایمنی، محیط کسب و کار و بسیاری موارد دیگر مرتبط است. زیستپذیری میتواند به هر شهری برای حفظ و بهبود برای جذب سرمایهگذاری و زنده ماندن کمک کند. از سویی دیگر، همهپذیری برای یک محیط شهری پایدار به ایجاد فضای ایمنتر، قابل دسترسی و راحت برای شهروندان بستگی دارد زیرا فناوری هوشمند را برای ایمنی محیطی ترتیب میدهد. فناوری بکارگیریشده، پایایی را در جهت رفع نیازها و تجربیات شهروندان تقویت میکند.
