Abstract :
The port city of Chabahar is the administrative center of Chabahar which is locatedin coastal Gulf of Chabahar in Sistan and Baluchestan province. The Chabahar tradeand industrial free zone had been approved in 1991, started its activities in 1993.The main aims of the free zone was optimum use of regional potentials, foreigninvestment absorption, job creation, reducing the oil economic dependency andeconomic development of south-east of Iran.The activities of free zone caused absorption of investments as well as sharpincrease in population of Chabahar city.In this paper firstly, the role of non local capital in a traditional society haveinvestigated. Then functional irregularities and social pathology resulted fromsocial and spatial structure of city has analysed. At the end some correctingviewpoints have suggested.
