Abstract :

Appraisement and report of cities sustainable development have started in some counties especially in the expanded countries, for some years, that, their main goal is investigating the constancy or inconstancy of expansion and development of cities. Ilam city is located in the height 1319 m from the high see with the latitude about 33 and 38 and with the longitude about 46 and 26, in the west of Iran in the southwest of zagross sierra. According to the early statistics of general enumeration in 1385(2006), population of this city is 152000 persons. According to the investigation of varying parts of city, and in compare with country average, its be found that most of social economic and environmental indexes with the country average are in the low level. keeping the livestock, low percapita of green area, problems of drink water, weakness the garbage collection systems, incompetence in the system of sewage excretory, the way of building, air pollution, traffic,...are the problems of this city that follows the inconstancy in the enviromental,social and economic condition of Ilam city. As regards do not having calcifying angels of constant city and impossibility of offer the distinct ways to achive the constant city, there is some methods to get the constant expansion of Ilam city such as: To increase the city body’s compression, to reduce the atone to automobile in relocation (especially personal cars), to modify the system city management, regeneration and protection of natural systems about city, to reduce the using of sources to decline the pollutions. It seem that, the basic root of inconstancy in Ilam like most Iran cities is in the weakness of city management, and for finding a solution for it, a proposition is deriding in the city management ( which involve, distinct trustee: programs, goals(purposes) executive way,…).
