Examining the Threat Areas of "National Effective Realm" in Iran from the Viewpoint of Ethnic Gaps (Case Study: Baluch People)

Abstract :
An "effective national realm" takes into account the fact that there may not be an adaptation between the whole territory (law) and an area effectively controlled by the state (that is, the real realm) Here the concept of state sovereignty over the monopoly domain is the underlying question. This is the claim of this article; due to the weakness of the government in the peripheral (national) areas, the effective national realm is challenged by the real state of government and, consequently, by ethnic divisions. Of course, this conflict of ethnicity in Iranian society is more rooted in various aspects of the sense of relative deprivation – which is more acute in relation to the Baluch people than other ethnic groups in Iran. By dividing the ethnic divisions of the Baloch into the internal and external categories, the main causes of the external gaps are this: weaknesses in the geographical foundations and the program of land, the structural controversies of the government in Iran, and the multiple deprivations (economic, political, social and cultural). As a result, ethno-religious identity along the national borders of Iran is the most important factor in the ethnic clefts of the Baloch.
