Abstract :
In this research the researcher has reviewed culture, its role in societal life, whycultural affairs should be assessed and he has studied functional assessment models.He has then given an assessment model for cultural affairs by studying the practicalessentials existing and interviewing scholars. This research has been done through themeasurement method, the Delphi technique has been used to assign the admissibilitymodel of the research and mathematical examinations have been used to confirm therecommended model's reliability. Finally, the researcher has reached the conclusionthat the model presented has the ability to be used carefully in the assessment ofcultural schedules of a specific organization with a little bit of change in execution,compilation and indexes.
