This research is applied in terms of purpose, which was compiled as a sequential exploratory mix. The selection of participants was based on purposeful and theoretical sampling, in-depth and semi-structured interviews were conducted with 19 school health and physical education experts and analyzed using the Foundation's data method. The statistical population in the quantitative part included managers, experts and instructors of physical education and health of schools, who were first randomly selected by stratification and then by available number of 384 people as a sample. Based on the method suggested by Strauss and Corbin (2011), open and axial coding of the data was done simultaneously. The findings showed that 21 causal factors in the form of the central categories of psychological skills, sports environment, management factors, human resources and family companionship, as well as contextual categories that include goals and programs, community awareness, socio-cultural factors, and lifestyle, contribute to the success of the national plan. Weight and obesity control will help. Also, based on the findings, the effect of background conditions and causal factors on the control of students' weight and obesity was significant. It can be said that raising awareness and empowering parents, managers and school teachers, integrated management and inter-organizational coherence of the health and education system, healthy nutrition, media cooperation and institutionalization of sports among students will help the success of weight and obesity control plan.
