Identifying and Prioritizing the Components of Employees’ Participation in Implementing Public Policy in the Field of Whole Countries’ Municipalities

Abstract :
Abstract: Field: In the countries’ municipalities, as street-level bureaucracy, the employees for close relationship with citizens confront several problems in implementing the notified public policies and also each citizen’s individual problem affects the employees’ participation and implementation. Purpose: This research attempts to identify and prioritize the components of employees’ participation in implementing . Methodology: In this research, Delphi technique has been used in identifying the components of employee’s participation in implementing public policy. Accordingly, by applying the opinions of eighteen experienced experts in public policy-making and linking the extracted components from theoretical foundations of research and , a close-answer and open-answer questionnaire was given to experts in two stages inquiring their opinions about the relationship of components with employee’s participation in implementing public-policy and also identifying the importance of each component, their responses were analyzed. Results: in this research nine basic components were confirmed by experts. Each component includes several indicators, finally fifty-eight indicators were identified and confirmed. Also, the qualitative model of research is proposed by applying the experts’ opinion about the components and indicators’ degree of importance . Result: the identified component could be used in a more precise programming for the participation of employees in implementing.
