Abstract :

In this paper the very aspect of the governor’s care and affection towards the right of people in Imam Ali’s (AS) words, based on Malek- al- Ashtar’s accord has been taken into account. The role of people in Islamic government as the element of social acceptance and a reliable support for the government has been emphesised and it indicates the fact that the issue of democracy has been always stressed by the Islamic scholars which in turn proves that Islam has always sought for human rights.
