Abstract :
Learning Organization is one of the new theories with focus on participation for understanding environmental conditions , timely identification of needs, and appropriate reply to team thinking of staff and participation of clients. The theory of learning Organization which was brought forth by thinkers such as Argyris and Donald Schon and developed by Peter Senge focuses on an organization which its staff are permanently learning , discovering and correcting their mistakes and errors , and acquire learning methods so as to be able to be successful in today’s difficult and competitive world in which every thing is changing. Institutes of private sector could instantaneously learn executive backgrounds of learning organization in their own organizations and use its characteristics , so based on their successful experiences ; they recommend the governmental institutes to apply it enthusiastically. In this article, executive backgrounds and obstacles hindering application of characteristics of learning organization in the Iranian administrative system are examined. For this purpose, after presenting generalities on learning organization , the conditions of its application are presented and a pattern is recommended for application of characteristics of learning organization in the Iranian administrative system.
