Identifying and ranking factors affecting the creation of a glass ceiling for women in government organizations using the TOPSIS method (case study of Hamedan Governorate and Municipality)

Abstract :
The current research is to investigate the identification and ranking of factors affecting the glass ceiling in Hamedan Governorate and Municipality using the TOPSIS method. This research is descriptive-evaluative in terms of its purpose, and the data collection tool of this research will be interviews. The statistical population includes professors and experts knowledgeable about women's rights in government organizations who have executive records at decision-making levels. In this research, the TOPSIS model was used to identify the factors affecting the glass ceiling and to determine the priority of the criteria of the present research. The analysis using TOPSIS was done in 6 steps, first, the opinions of the experts, then normalization or de-scaling of the matrix, and then weighting. to the normalized matrix, determining the positive ideal solution and the negative ideal of the criteria, and then determining the distance from the positive and negative ideal solution of the options, and finally, the results of calculating the proximity to the positive and negative ideal solution and ranking the options showed the factors An organization has the greatest distance from the positive ideal solution compared to other options, and therefore its proximity coefficient is 1, and therefore it is ranked first, then the contextual factors option with a proximity coefficient of 0.8 is in the second place, and finally the behavioral factors option And an attitude with a closeness coefficient of zero has the lowest rating compared to other options from the point of view of experts.
