Abstract :
In management studies, inspirational leadership is considered as a determining source in relation to employees' behavioral engagement. Inspirational leadership has been increasingly accepted by leaders and employees by deepening the interactions between leaders and human resources in terms of mutual perception in a wide range of leadership styles. The aim of this study is to investigate the effect of inspirational leadership on behavioral engagement with the mediation of public service motivation and the moderation of environmental turbulence in the Alborz province’s administrative bodies. A researcher-made questionnaire with 42 questions was used to collect data and was distributed to a sample of 470. Structural equation modeling test in Smart PLS 3 software was used to analyze the data. The findings showed that inspirational leadership directly affects behavioral engagement and indirectly through the public service motivation construct as a mediating variable. Also, public service motivation has also directly affected behavioral engagement. However, the environmental turbulence variable could not affect the relationship between inspirational leadership and behavioral engagement as a moderating variable. From the findings, it can be generally concluded that from the perspective of employees, attention to human values in the structure of relationships and interactions between employees and leaders of the organization are aspects that can fundamentally affect the behavioral and attitudinal orientations of employees, whether it is from the perspective of public service motivation or behavioral engagement.
