Abstract :
Background and Objective:The purpose of this study was to present a model for analyzing obstacles to termination and change of public policies in the Social Security Organization.
Methodology: This research is developmental-applied in terms of its purpose and mixed (qualitative-quantitative) in terms of its nature with a mixed exploratory-sequential design. The target population of the research was experts familiar with the research topic. In the qualitative section, a sample was determined with a purposeful approach (17 people) and in the quantitative section, a sample was determined with a purposeful approach of 10 samples for each identified component (350 people). The data collection tools were semi-structured interviews and a researcher-made questionnaire. Qualitative data were analyzed with a data-driven approach and quantitative data with a structural equation model. For this purpose, Maxqda10, Spss24 and SmartPLS3 software were used.
Findings: After analyzing the interviews, 247 open codes were extracted and categorized into 32 components effective on termination and change of public policies, and finally these components were classified into 6 main categories of the qualitative model of obstacles to termination and change of public policies of the Social Security Organization.
