Abstract :
The purpose of the current research is to investigate the role of attracting or repelling factors of the government in social participation to preserve the environment. Environment, as a social issue, is one of the most important natural phenomena in which the crisis poses problems for human and even non-human life. The method of this research is qualitative with a grounded theory approach. In this study, interviews were conducted with 24 environmental experts.The method of selecting targeted participants and determining their number has been determined by reaching data saturation. The research findings were opened after three stages of open, central and selective coding.
"Functional decay", as a central phenomenon, refers to the current situation of the role of attracting or repelling factors of the government in social participation to preserve the environment, and these actions also have negative consequences for the environment and the reduction of social participation and social capital in the environmental field from the citizens.
The results of this research show that the role of the government in harming the environment is more than the role of the citizens, and the government's intervention is either through granting concessions for the exploitation and harvesting of natural resources to private companies or rent owners, or in the field of The management and monitoring of the environment has caused the dissatisfaction of the society and loss of social capital regarding the maintenance and preservation of the environment and the feeling of belonging to the country's national resources and wealth.
