Pathology of the Housing Planning and Provision System for Low-Income Groups in the Metropolis of Tabriz

Abstract :
The housing sector is recognized as the most critical development sector in any society. However, providing adequate and acceptable housing has always been a significant challenge for the growing population in developing countries. In this context, identifying weaknesses and challenges in the housing sector, particularly in planning housing for low-income groups, is essential to propose actionable plans and strategies. This study aims to analyze the deficiencies in the housing planning and provision system for low-income groups in the metropolis of Tabriz. The research method is applied in terms of purpose and analytical-exploratory in nature. For data analysis, the structural equation modeling (SEM) technique was utilized through AMOS software. The findings indicate that the highest feasibility among the factors affecting housing planning for low-income groups in Tabriz pertains to urban planning and housing construction (0.56), followed by structural factors (0.39) and economic factors (0.33). Additionally, based on the structural model results, the critical value for urban planning and housing construction is above 1.96, while for economic and structural variables, it is below 1.96 at a 95% confidence level. Thus, it can be concluded that the housing planning system for low-income groups in Tabriz faces significant challenges in structural and economic dimensions. Accordingly, a reconsideration of housing planning systems and policies for low-income groups with an emphasis on an integrated and systemic approach is necessary.
