Abstract :
This study aims to design a comprehensive model for governance of performance management in the Social Security Organization, emphasizing human resource development and its role in addressing social issues in Iran. Adopting a mixed-methods approach (qualitative-quantitative) with an applied-exploratory perspective, data were collected through semi-structured interviews and questionnaires. In the qualitative phase, 15 interviews with managers and employees of the organization were conducted using snowball sampling and based on the "theoretical saturation" principle, resulting in the initial governance model for performance management. Data analysis was performed using grounded theory. In the quantitative phase, the sample size was determined using Cochran's formula, and data from 351 questionnaires were analyzed using structural equation modeling and the partial least squares approach. The results revealed that causal conditions, the core category, strategies, intervening conditions, context, and outcomes form the main dimensions of the proposed model, significantly influencing individual, organizational, and social levels. Innovations of this study include developing a comprehensive model based on grounded theory, validating the model using structural equation modeling, and emphasizing the role of human resource development in addressing social challenges. This research can contribute to enhancing the efficiency and effectiveness of the Social Security Organization and improving the country's social issues.
