Abstract :
The main purpose of this research is to identify the factors affecting service culture with emphasis on honoring clients. This research is practical in terms of classification based on the goal, and it is a descriptive survey research in terms of classification based on the method. The statistical population of the research includes the employees of the Ministry of Energy. To identify the effective factors, Delphi and B methods were used with the help of Ministry of Energy experts, and to rank these factors, questionnaires were distributed among the employees of the Ministry of Energy, and 346 questionnaires were collected, and the identified factors were ranked through the structural equation method. The results of the research showed values and ethics in public service, leadership style, quality of service delivery, legal factors, planning and organization, empathy, religious and ideological beliefs, focus on goals, extroversion, common understanding and beliefs, client-oriented. presence, external factors and atmosphere of the organization, training, responsibility and motivation of public service, respectively, have the greatest impact on service culture with emphasis on honoring clients.
