The Impact of Urban Planning Regulations on the Quality of Urban Environment in Urban Development Plans (Case Study: Comprehensive and Detailed Plan Regulations of Tehran City)

Abstract :
Cities, the place of life and livelihood of human societies, have faced extensive changes and developments throughout history due to political, economic, etc. developments. Urban challenges that occurred due to urban changes and developments caused a decrease in the quality of the urban environment and raised the need for urban development plans. Urban development plans have criteria in order to regulate and regulate the general rules. The criteria define the manner of actions within the legal framework and structure. In order to overcome urban challenges, the metropolis of Tehran also has urban development plans that have criteria and regulations for urban development plans to implement and regulate the relationships between the components of the plan. The aim of the present research is to investigate the effect of urban development criteria in urban development plans on the quality of the environment in Tehran, and the method used is qualitative and the cross-sectional meta-analysis technique. The sources used in the present research focus on the criteria of the detailed plan of Tehran. Also, to identify the quality of the urban environment, theories in the field of urban environment quality were examined and a group of theories were used to compare with the criteria and how the criteria affect the measured qualities. The results of the present study indicate that in the spirit of an idealistic attitude towards the subject of criteria and attention to the nature of criteria in organizing the rules affecting the quality of the urban environment, the criteria have been effective on the quality of the urban environment and can practically cause the development of the qualities of the urban environment. The study of the current criteria of the Tehran Urban Development Plan - a detailed plan with urban environment quality indicators extracted from theorists according to the results of meta-analysis illustrates the objective manifestation of the criteria on the quality of the urban environment of Tehran; however, due to the multiplicity of circulars and regulations, most of the criteria have been subject to changes, each of which has caused the criteria to become ineffective on the quality of the urban environment in Tehran.
