Abstract :

Urban ecology is a juvenile term that in order to prevent the destruction of cities and because of providing a balanced relationship between humans and the environment it is vital to take it into the account. In order to maintain and improve the environmental conditions, it is necessary to provide the sustainability of the urban ecosystem; Therefore, the concept of ecological planning has certain advantages for long-term sustainability to enhance the environmental effects of urban areas. Hence, the present research tries to extract the relevant key factors by reviewing the existing literature on ecological sustainability and measure them in the 22nd district of Tehran Municipality. In the current applied research, using the descriptive-analytical method;information including library studies and filling the questionnaire by the statistical community of specialists and experts of the 22nd district of Tehran based on the theoretical framework has been collected. The analysis of the findings is descriptive-statistical applying the step-by-step technique of the ANP network analysis process and Shannon's entropy and TOPSIS is based on the principals, criteria and indicators extracted from the research. The results show that the 2nd selected area of the 22nd other district of Tehran in terms of ecological sustainability is in a relatively unfavorable situation compared to the other three selected area and by relying on the ANP technique, it was determined that the component of expanding ecological networks and maintaining environmental and visual qualities is at the highest position, and based on the TOPSIS technique, the expansion of ecological networks and ecological balance among the areas of region 22 are desirable. Finally, research proposals are categorized and presented based on ecological principles.

Introduction

 

Today, cities are the attributor for 80% of climate change due to greenhouse gases in a way that the quality of natural resources has been affected due to the increase in urban population along with the expansion of settlements and the development of transportation networks and industrial activities. Considering the emergence of new problems caused by human manipulation in the environment, it is vital to take the principle of ecological sustainability into the account as one of the principles of sustainable cities. Regarding this principle is essential in rise and fall of urban sustainability balance is essential. The purpose of achieving positive and effective development in the environment refers to the design of cities, buildings, natural landscapes, and infrastructures that produce healthy ecological conditions, increase life services, reverse the effects of environmental system flows, and bring quality of life for every individual. Ecological planning is a broad concept based on strategies and methods, which creates a healthy, green, safe, and vibrant urban environment, and this is a vital tool in planning to create sustainable cities. The metropolis of Tehran, as the capital of Iran, has fit about a quarter of Iran's population inside itself, and this situation has led to the expansion and intensity of pressures on the environment, including types of environmental pollution, destruction of resources and reduction of natural spaces, and eventually increased needs of citizens. Therefore, the geographical scope of the current research (Region 22 of Tehran Municipality) after more than four decades as an urban area has still maintained its development capabilities and as a pioneering region in sustainable development, it has valuable natural and ecological resources and assets.

 

Methodology

According to the nature of the subject, the dominant approach over the qualitative and quantitative research environment is applied in terms of purpose and descriptive-analytical in terms of the research framework. The research data has been collected by documentary, library, and field methods. The statistical population of the research, who were selected purposefully includes of 20 experts and professors in the field of urban planning, urban ecology and familiar with the 22nd region, and experts from the 22nd region municipality and district administration. The non-probability sampling method was the snowball method. Based on the theoretical framework of the research, the indicators, and ecological criteria of the 22nd district of Tehran were calculated and then with the questionnaire tool, the said indicators were measured; And the step-by-step technique of Analytical Network Process (ANP) has been used for Shannon's weighting and entropy and TOPSIS for ranking areas and data analysis.

 

Results and discussion

Considering the importance of previous studies regarding urban ecology, while benefiting from the opinions of professors. The theoretical framework of the research, useful and applicable criteria that are appropriate to the spatial and temporal conditions have been defined for the 22nd district of Tehran, which are respectively analyzed by variables, research criteria and indicators will be discussed. 5 components of expanding ecological networks is including ecological balance (tolerable capacity of development), preservation of environmental and visual qualities, compatibility with climate and nature (topography of the region) and also ecotourism has 13 criteria and 45 indicators. The mentioned variables are of importance since all the basic components have an ecological concept and noting the importance of the 22nd district of Tehran, the ranking of the components, criteria and indicators in the districts has been done based on the ANP technique. Analyzing the data by implementing this model shows the desirability of the criteria. The final priority of ecological criteria of region 22 belongs to neighborhood agriculture (component of expanding ecological networks), reduction of environmental pollutants (component of preservation of environmental and visual qualities) and effective management of ecological resources (component of ecological balance). Finally, preserving wildlife, reducing intervention in nature and using the Eco cell concept respectively, have got the lowest priority compared to other criteria. However, from the point of view of the citizens and experts of the region, the superiority of economic and investment issues in the last few years has caused a decrease in attention to the climate adaptation component and related criteria. On the other hand, in TOPSIS technique, the prioritization of areas will be based on ecological components. So that with a separate questionnaire, all indicators were measured for 3 area with the help of the statistical community and experts. Data weighting in this technique is done by Shannon entropy method. In this weighting, ecological balance and preservation of environmental and visual qualities have been ranked first and second respectively. Finally, the highest distance of the components from the positive ideal belongs to the component of adaptation to climate and nature, indicating the relatively unfavorable condition of the component, and the lowest distance of the components from the positive ideal belongs to the expansion of ecological networks and ecological balance.

 

Conclusion

Cities, as the core of developments and globalization, are always exposed to destruction and environmental fluctuations. With the emergence of sustainability ideas, the importance of ecology and urban ecosystem was considered a vital and serious matter in the continuation of urban rise and fall and citizens' life. By the emergence of sustainability and ecological principles, many thoughts and researches were always carried out to strengthen participation, awareness, culture and urban ecological identity. The results of the research findings based on the studies of the research basics and the opinions of the experts and professionals in the studied areas of the 22nd district of Tehran in terms of measuring ecological principles, it was found that in the development of urban ecology, the criteria for the expansion of ecological networks (0.6), preservation of environmental and visual qualities ( 0.57), ecological balance (0.53), ecotourism (0.51) and adaptation to climate and nature (0.2) have been ranked 1 to 5 respectively in weighting by ANP method. Among the three studied areas, the 1st, 6th, and 2nd areas respectively have the first to third priorities in the TOPSIS technique in terms of research.

اکولوژی شهری، اصطلاحی نوپاست که امروزه جهت جلوگیری از نابودی شهرها و به دلیل ارائه رابطه‌ای متعادل میان انسان و محیط‌زیست رعایت آن در برنامه‌ریزی و مدیریت شهری امری حیاتی می‌باشد. به‌منظور حفظ و بهبود شرایط محیطی، فراهم نمودن پایداری اکوسیستم شهری ضروری است؛ بنابراین مفهوم برنامه­ریزی اکولوژیکی، مزایای خاصی را برای پایداری طولانی‌مدت جهت بهبود اثرات زیست‌محیطی نواحی شهری به دنبال دارد. لذا؛ پژوهش حاضر سعی دارد تا با بررسی ادبیات موجود پیرامون پایداری اکولوژیکی، عوامل کلیدی مرتبط را استخراج کرده و به سنجش آن‌ها در منطقه ۲۲ شهرداری تهران بپردازد. در پژوهش کاربردی حاضر با روش توصیفی ـ تحلیلی به گردآوری اطلاعات شامل مطالعات کتابخانه‌ای و تکمیل پرسشنامه توسط جامعه آماری متخصصان و کارشناسان منطقه 22 تهران بر اساس چارچوب نظری پرداخته شده است. تجزیه‌وتحلیل یافته‌ها به‌صورت آماری توصیفی با استفاده از تکنیک گام‌به‌گام فرآیند تحلیل شبکه‌ای ANP و آنتروپی شانون و TOPSIS بر اساس مؤلفه‌ها، معیارها و شاخص‌های مستخرج از پژوهش می‌باشد. نتایج نشان می­دهد که ناحیه 2 از منطقه 22 شهر تهران به نسبت سه ناحیه دیگر از نظر پایداری اکولوژیکی در وضعیت نسبتاً نامطلوبی قرار دارد و با تکیه بر تکنیک ANP مشخص شد که مؤلفه گسترش شبکه‌های اکولوژیک و حفظ کیفیات محیطی و بصری در بالاترین جایگاه و بر اساس تکنیک TOPSIS گسترش شبکه‌های اکولوژیک و تعادل اکولوژیکی در میان نواحی منطقه 22 مطلوب می‌باشند. در انتها نیز پیشنهادات پژوهش بر اساس مؤلفه‌های اکولوژیکی دسته‌بندی و ارائه شده است.

مقدمه

امروزه شهرها مسبب 80% از تغییرات آب و هوایی توسط گازهای گلخانه‌ای هستند، به‌گونه‌ای که کیفیت منابع طبیعی با توجه به افزایش جمعیت شهری همراه با گسترش شهرک­ها و توسعه شبکه‌های حمل‌ونقل و فعالیت‌های صنعتی تحت تأثیر قرار گرفته است (Hanai et al., 2020). با توجه به بروز معضلات جدید ناشی از دست‌کاری انسان در محیط‌زیست، توجه به اصل پایداری اکولوژیکی به‌عنوان یکی از اصول شهرهای پایدار همواره مطرح است. رعایت این اصل در حیات و ممات و تعادل پایداری شهری امری ضروری می­باشد. بحرینی معتقد است، شهر پایدار باید ورای راه­حل های محدود و متعارف، مسائل اجتماعی و زیست­محیطی را مورد توجه قرار داده و با دید وسیع و جامع بنگرد (Shakoor et al., 2017). بر اساس گفته بیرکلند (2008)، هدف از تحقق توسعه مثبت و مؤثر در محیط‌زیست، اشاره به طراحی شهرها، ساختمان‌ها، مناظر طبیعی و زیرساخت­هایی است که شرایط اکولوژیکی سالم را تولید، خدمات زندگی را افزایش، معکوس سازی اثرات جریان‌های سیستم زیست‌محیطی و توسعه کیفیت زندگی برای همه را به ارمغان می­آورد (Birkeland, 2008; Yigitcanlar & Dizdarogl, 2015). برنامه­ریزی اکولوژیکی بر اساس استراتژی­ها و روش­ها مفهومی گسترده است، که محیط‌زیست شهری سالم، سبز، امن و پر جنب‌وجوش را ایجاد می‌نماید، و این ابزاری مهم در برنامه­ریزی برای ایجاد شهرهای پایدار می‌باشد (Roseland, 2000). شهر یا ساخت اکولوژی شهر تحت تأثیر عواملی چون ویژگی­های محیط طبیعی، ساختار جمعیت، ساختار تکنولوژیکی، نظام مدیریت شهری، شرایط اجتماعی رفتاری مردم شکل می­گیرد (Hanai et al., 2020) که توجه و آگاهی‌رسانی به شهروندان و تقویت مدیریت شهری کارا؛ می‌تواند زمینه‌ساز تحقق آگاهی و فرهنگ اکولوژیکی شهروندان شود، لذا جهت دستیابی به این امر، اهمیت توسعه پژوهش­ها و تحقیقات علمی و گزارش‌های مرتبط با پایداری اکولوژیکی از حیث تعیین راهبردها، راهکارها و سیاست‌های اجرایی امری ضروری می‌نمایاند.

کلان‌شهر تهران، به‌عنوان پایتخت ایران، حدود یک‌چهارم جمعیت ایران را در خود جای داده، و این وضعیت گسترش و شدت فشارهای وارده بر محیط­زیست، از جمله انواع آلودگی­های محیط­زیستی، تخریب منابع و کاهش فضاهای طبیعی و افزایش نیازهای شهروندان را منجر شده است (Jirrudi et al., 2020). از­این­رو، محدوده جغرافیایی پژوهش حاضر منطقه 22 شهرداری تهران است. امروزه، منطقه 22 شهر تهران پس از گذشت بیش از چهار دهه به‌عنوان یک منطقه شهری در غرب منطقه کن، با داشتن شهرک‌های متعدد ازجمله شهرک­های چشمه و راه­آهن و مجموعه ورزشی و پاره­ای ساخت‌وسازهای پراکنده، همچنان قابلیت‌های توسعه خود را حفظ کرده است (Armanshahr Consulting Engineers, 2013). درواقع منطقه 22 تهران، به‌عنوان منطقه­ای پیشگام در توسعه پایدار، دارای امکانات و مواهب طبیعی و اکولوژیکی ارزشمندی است. پژوهش حاضر به دنبال بیان شاخص­های قابل‌اندازه‌گیری اکولوژی شهری بر اساس نظرات نظریه­پردازان اکولوژیست و مبانی رویکرد ضمن کاربردی نمودن این شاخص­ها در منطقه 22 با بررسی میزان اهمیت و اولویت هریک است. ازآنجایی‌که منطقه 22 کلان‌شهر تهران، یکی از مناطق واجد اهمیت از حیث ارتفاعات و منابع بکر اکولوژیکی می­باشد؛ ولیکن با توجه به توسعه و رشد شهری و افزایش ساخت‌وسازها، امکان تخریب اکولوژی بکر منطقه بسیار زیاد است؛ بنابراین پژوهش حاضر در پی پاسخ­گویی به سؤال‌های ذیل می­باشد:

1)       مفهوم پایداری اکولوژیکی و معیارهای دستیابی به آن چیست؟

2)       مؤلفه‌های مطلوب پایداری اکولوژیکی در حیطه قلمرو منطقه 22 تهران کدام­ها هستند؟

3)       رتبه‌بندی نواحی منطقه 22 تهران، به لحاظ برخورداری از شاخص­های حائز اهمیت پژوهش کدام­اند؟

 

پیشینه و مبانی نظری تحقیق

مفهوم پایداری برای اولین بار در اوایل دهه 1970 میلادی در پاسخ به رشد نگران‌کننده تأثیرات توسعه شهری بر وضعیت محیط‌زیست مطرح شد. بر مبنای کتاب پال هاکن (Hawken, 1993)، پایداری، بیانیه‌ای برای رفتارها و فعالیت‌های مخرب انسانی می‌باشد. واژه «اکو» در اصطلاح، از واژه یونانی Oikkos به معنای «خانه» می­آید (Cowan, 2009). نخستین بار هگل (1886) اکولوژی را ارتباط متقابل میان موجودات زنده و محیط غیرزنده بیان کرد (Erlhoff & Marshall, 2008). تحقیقات او که بر پایه نظریات داروین شکل گرفت، سبب ایجاد زیرمجموعه‌هایی از علم اکولوژی در جهان شد (Egerton, 2012). سپس پاتریک گدس نظریه «زیست منطقه­ای» و تکامل تدریجی شهرها را بیان کرد که طرفدار برنامه­ریزی ارگانیک شهر بود؛ به گونه­ای که شهر و حومه آن را به‌عنوان یک کل ارگانیک در حال رشد نگاه می‌کرد که اعتقاد داشت طرح آینده شهر باید بر اساس شناخت پیشینه طبیعی و فرهنگی (روابط انسانی) آن باشد (Geddes, 1915). پس ‌از آن لوئیس مامفورد که از نخستین کسانی است که فرهنگ شهرنشینی اکولوژیک را بیان می­دارد، در کتاب «فرهنگ شهرها» از شهرها به‌عنوان محصول زمین و حادثه طبیعت یاد می­کند و بیان می­دارد: گسترش افقی و پراکنده شهر موجب گسترش حومه‌نشینی و مشکلات اجتماعی شده­ است (Mumford, 2010). در واقع نقطه عطف برنامه‌ریزی و طراحی شهری با پیش‌نیاز طبیعت، از نظریه برنامه‌ریزی اکولوژیک ایان مک هارگ نشئت می­گیرد. مک هارگ لازمه تکامل شهری را سلامتی عنوان می­دارد که توسط پیچیدگی، گوناگونی، وابستگی (هم‌زیستی)، پایداری (حالت دائمی)، گونه‌های متعدد و آنتروپی کم بیان می‌شود (Mcharg, 1967). باید بیان نمود؛ شهر ذاتاً ناپایدار می‌باشد، لذا، استراتژی‌های توسعه شهر اکوسیتی باید اجرا شود و این کارآمدترین راه برای دستیابی به توسعه شهر پایدار می‌باشد (Xiangsheng et al., 2013). در آغاز قرن بیست و یکم، برنامه­ریزی اکولوژیکی به‌عنوان بیانیه­ای از یک جهان‌بینی پایدار که به دنبال ادغام انسان و اکوسیستم طبیعی است، ظهور یافت (Ahern, 2013). برای رسیدن به توسعه شهر پایدار، شهرها باید؛ به سمت فرم متعادل میان انسان و محیط طبیعی با استفاده بهینه از منابع و انتقال آن­ها به نسل­های بعدی همراه با برنامه­ریزی و مدیریت پیش روند. به‌منظور حفظ و افزایش شرایط محیطی نسل­های آتی، فراهم نمودن پایداری اکوسیستم شهری ضروری است؛ بنابراین مفهوم برنامه­ریزی اکولوژیکی، مزایای خاصی را برای پایداری طولانی‌مدت همراه با بهبود اثرات زیست‌محیطی شهرها و تدوین اهداف زیر ارائه می‌نماید. اهداف پایداری اکولوژیکی عبارت‌اند از: 1- بهبود کیفیت هوا؛ 2- آب‌وخاک؛ 3- مصرف انرژی؛ 4- کاهش طوفان‌های دریایی؛ 5- کاهش اثرات جزایر گرمایی 6- بهبود زیبایی شهری 7- غنی‌سازی تنوع زیستی شهری و غیره (Dizdaroglu et al., 2009)؛ بنابراین، ادغام معیارهای اکولوژیکی در اهداف توسعه پایدار، تلاشی در جهت ارائه بهترین نتایج برای انسان و محیط طبیعی برای هر دو نسل حاضر و آینده می‌باشد. استاندارهای بالای زندگی، خدمات اجتماعی باکیفیت بهتر، برابری اجتماعی، سلامتی اکولوژیکی و کیفیت محیط‌زیست از اجزای اساسی توسعه پایدار هستند؛ بنابراین؛ یکی از مهم‌ترین رویکردهای برنامه‌ریزی راهبردی با توجه به اصول توسعه پایدار؛ برنامه‌ریزی اکولوژیکی می‌باشد (Dizdaroglu et al., 2009). هسته توسعه شهر اکولوژیک، درک سازگاری و تعادل نظام‌مند میان واکنش‌ها و فعل‌وانفعالات در ابعاد اجتماعی – اقتصادی و زیست‌محیطی است؛ بنابراین، به‌منظور دستیابی به توسعه پایدار شهری، ما باید به قوانین توسعه اکولوژیک طبیعت احترام گذاریم و توسعه متعادل میان ابعاد اقتصادی، اجتماعی و زیست‌محیطی را درک نماییم (Xiangsheng et al., 2013). ازاین‌رو؛ سال‌هاست که کشورهای توسعه‌یافته اصول و برنامه‌های اکولوژیکی را در طرح‌های شهری خود قرار می‌دهند. جدول 1 برنامه و رویکردهای اصلی در توسعه اکولوژیکی در برخی از کشورهای توسعه‌یافته جهان را نشان می‌دهد.

با بررسی پیشینه مفهوم اکولوژی در شهر، می­توان گفت که اکولوژی شهری اصطلاح جدیدی است که بنیانش بر مفاهیمی استوار بوده که سابقه طولانی دارند. در سال 1975 «ریچارد ریجستر» و چند دوست در «برکلی» (Berkeley) کالیفرنیا، یک سازمان برای بازساخت شهرها در تعادل با طبیعت با نام «اکولوژی شهری» بنیان نهادند که به‌تدریج این سازمان، کنفرانس‌هایی از 1990 در برکلی آمریکا (Roseland, 2000) تا هم‌اکنون (2019 - کانادا) باهدف شکل­گیری شهرها بر اساس اصول اکولوژیک برپا کرد (Hanai, et al., 2020).

در ادامه، مؤلفه‌ها و معیارها و شاخص­های تأثیرگذار بر توسعه شهر اکولوژیکی با توجه به مرور ادبیات و منابع پژوهش استخراج و در جدول 2 خلاصه شده­اند. همچنین از این جدول در تدوین مؤلفه‌های مؤثر در حیطه قلمرو منطقه 22 تهران استفاده شده است. به عنوان جمع­بندی مبانی نظری، چارچوب نظری پژوهش در جدول شماره 3 آورده شده است.

براتی و همکاران (1400) در پژوهشی تحت عنوان "شناسایی و تحلیل عوامل مؤثر در دستیابی به شهر اکولوژیک (مطالعه موردی: شهر درچه)" با روش­های توصیفی و تحلیل و ابزار پرسش­نامه نشان دادند که در این شهر، شاخص­های اکولوژیکی از وحدت و همگونی نسبی برخوردار می­باشند، و بین شاخص­ها، شاخص زیست­محیطی در وضعیت بسیار مناسب­تری به نسبت سایر شاخص­ها قرار دارد (Barati et al., 2021). جمعه پور و همکاران (1399)، در پژوهش "تبیین اصول، ابعاد و مؤلفه­های رویکرد شهر اکولوژیک (مطالعه موردی: شهر بجنورد" با رویکرد توصیفی- تحلیلی و اکتشافی مؤلفه­های اصلی شهر اکولوژیکی و بوم­محور برای شهر بجنورد را در قالب 88 مؤلفه­ و 5 دسته زیست محیطی، اقتصادی، اجتماعی، مدیریتی و کالبدی مشخص نمودند. نتایج نشان می­دهد، که 7 مؤلفه­ بهره­گیری از حمل­ونقل عمومی و انرژی­های پاک، وجود کالبدهای ارزشمند فرهنگی در بافت قدیم شهر، بهبود وضعیت پسماند و زباله و فاضلاب شهری، هوشمندسازی با IT و ICT، تدوین قوانین جامع، مدون و یکپارچه در زمینه پهنه اکولوژیک، کنترل و مدیریت حاشیه­نشینی و سکونتگاه­های غیررسمی و فرهنگ و سبک زندگی شهروندی از مؤلفه­­های مؤثر بر برونی­سازی شهر اکولوژیک در شهر بجنورد می­باشند (Jomehpour et al., 2020). آرخی و همکاران (1397) در پژوهشی با عنوان "ارزیابی توان اکولوژیک شهر گرگان به منظور تعیین نقاط بالقوه توسعه شهری" با روش توصیفی و تحلیلی و فرایند تحلیل سلسله مراتی در محیط GIS به ارزیابی، تجزیه و تحلیل پرداختند. نتایج حاکی از آن است، که شهر گرگان برمبنای معیارهای اکولوژیکی توان متوسطی برای توسعه­های آتی دارد (Arkhi et al., 2018). محمودزاده و هریسچیان (1397)، در پژوهش "سنجش سطح پایداری اکولوژیکی شهری (موردشناسی منطقه 1 کلانشهر تبریز" با روش معادلات ساختاری (SIM) و تحلیل چندمتغیره فازی در محیط GIS ضمن درنظرگیری مؤلفه­های پایداری در قالب 4 شاخص محیط­زیستی، اجتماعی، اقتصادی و کالبدی نشان دادند، که محله­های شمالی، میانی و جنوبی منطقه 1 شهر تبریز به ترتیب از سطح پایین، متوسط و بالای پایداری اکولوژیکی برخوردار می­باشند (Mahmoodzadeh & Herischiyan, 2018). عزیزیان و همکاران (1392) در پژوهش دیگر تحت عنوان "ارزیابی توان اکولوژیک حاشیه شهر تبریز به منظور توسعه پایدار شهری با رویکرد MCE" در محیط GIS و برپایه مشاهدات محیطی با 12 معیار، ارزیابی اکولوژیکی را برای توسعه کالبدی شهر تبریز مشخص نمودند. در این پژوهش سمت شمال­غرب شهر ، به دلیل دارا بودن اراضی با شیب مناسب ضمن توجه به توصیه­های اکولوژیکی به عنوان اصلی­ترین و طبیعی­ترین امکان توسعه تبریز انتخاب شده است (Azizian et al., 2013). لین1(2018) در پژوهشی تحت عنوان "شهرسازی زیست محیطی در شرق آسیا: ارزیابی مقایسه­ای دو شهر اکولوژیکی در ژاپن و چین"، رشد شتابان شهرهای اکولوژیکی شرق آسیا به ویژه چین و ژاپن را در چندسال اخیر بررسی نمود. نتایج نشان می­دهد، بوم شهر ژاپن با مشارکت فعال شهروندان همراه است و با راه­حل­های تاکتیکی برای بهبود محیط­زیست از جمله کاهش و استفاده مجدد و بازیافت توجه دارد، و این جنبه برای شهرهای چین، کمتر مورد توجه است (Lin, 2018). هو2 و همکاران (2016) در پژوهش"حرکت به سمت شهر اکولوژیک: آموزه­هایی از سه شهر اکولوژیک آسیایی" به مقایسه سه شهر آسیایی (تایوان، کره جنوبی و چین) پرداخته و این سه نمونه آسیایی را با نمونه­های اروپایی (آلمان و دانمارک) مقایسه کردند. براساس نتایج این پژوهش، بهره­گیری از یک سیاست و رویکرد ملی، حضور یک مقام اجتماعی محلی، تعامل مداوم شهروندان بومی و بهره­گیری از ظرفیت­های ملی و قابلیت­های تجاری از عوامل مؤثر بر توسعه شهر اکولوژیک آسیایی می­باشند (Jomehpour et al., 2020). بنابراین پژوهش حاضر سعی دارد، در وهله اول براساس ضرورت و مسئله ایجاد شده برای محیط­زیست کلان­شهر تهران، و با مبانی نظری مربوطه، شاخص­های اکولوژیکی را استخراج نماید، سپس با ابزارهای مناسب به اندازه­گیری و تحلیل رویکرد اکولوژی شهری در منطقه 22، که در پژوهش­های داخلی تاکنون مورد مطالعه از حیث اکولوژیکی قرار نگرفته است، بپردازد.

 

مواد و روش تحقیق
 با توجه به ماهیت موضوع، رویکرد حاکم بر فضای پژوهشی کیفی و کمی، ازنظر هدف، کاربردی و از منظر چارچوب پژوهش، توصیفی – تحلیلی است. داده‌های پژوهش به روش اسنادی، کتابخانه‌ای و میدانی جمع­آوری شده است. جامعه آماری پژوهش شامل 20 تن از خبرگان و اساتید حوزه شهرسازی، اکولوژی شهری و آشنا به منطقه 22 و کارشناسان شهرداری منطقه 22 و اداره نواحی بوده که به‌صورت هدفمند انتخاب شده­اند. با توجه به اینکه کاربری مسکونی و بافت ساخته شده منطقه 22 اکثراً در نواحی 1، 6 و 2 قرار گرفته است و سایر نواحی به دریاچه، جنگل و سایر اراضی اختصاص یافته است، ضمن نظر اساتید صرفاً سه ناحیه مذکور در این پژوهش مورد بحث قرار گرفته است (شکل 1). روش نمونه­گیری غیراحتمالی به روش گلوله­برفی بوده است. بر اساس چارچوب نظری پژوهش (جدول شماره 3) که حاصل مطالعات پژوهشگران می‌باشد، شاخص‌ها و معیارهای اکولوژیکی نواحی منطقه 22 تهران احصاء و سپس با ابزار پرسش‌نامه، شاخص­های مذکور سنجش؛ و از تکنیک گام‌به‌گام فرایند تحلیل شبکه‌ای (ANP) برای وزن­دهی و آنتروپی شانون و TOPSIS برای رتبه­بندی نواحی و تحلیل داده­ها استفاده شده است. به‌طورکلی می­توان گفت کمتر پروژه‌ای در مبحث اکولوژی شهری بوده که بتواند حجم بالایی از شاخص­ها و معیارها را با استفاده از دو مدل مذکور به طور هم‌زمان استفاده کند. تلفیق این دو مدل سبب تصمیمات بهتر و دقیق‌تری می‌شود. از طرفی ANP به تشابهات جفت‌جفت با توجه به تعداد و وابستگی عوامل نیاز داشته که این مسئله با تکنیک TOPSIS رفع می‌شود و فرایند انتخاب را کوتاه‌تر می‌کند (Lun Chang, et al., 2015: 49) در نتیجه می­توان گفت که تکنیک ANP+TOPSIS مکمل یکدیگرند.

فرایند کلی انجام پژوهش جهت تدوین و سنجش معیارهای اکولوژیکی در منطقه 22 شهرداری تهران از طریق پیاده‌سازی مدل‌های کمی و مطالعات کیفی در شکل شماره 2 نشان داده شده است.

بحث و یافته‌های تحقیق

تدوین متغیرها، معیارها و شاخصه‌های سنجش پژوهش:

با توجه به اهمیت موضوع مطالعات پیشین در خصوص اکولوژی شهری، ضمن بهره­مندی از نظرات اساتید، چارچوب نظری پژوهش، معیارهای مفید و قابل استفاده که متناسب با شرایط مکانی و زمانی باشد، برای منطقه 22 تهران، تعریف شده (جدول شماره 3) که به ترتیب به تحلیل متغیرها، معیارها و شاخص­های پژوهش پرداخته­ خواهد شد. 5 مؤلفه گسترش شبکه­های اکولوژیک، تعادل اکولوژیکی (ظرفیت قابل‌تحمل توسعه)، حفظ کیفیات محیطی و بصری، سازگاری با اقلیم و طبیعت (توپوگرافی منطقه) و اکوتوریسم دارای 13 معیار و 45 شاخص می‌باشند. متغیرهای مذکور ازاین‌جهت حائز اهمیت هستند که همه مؤلفه‌های اساسی مفهوم اکولوژیکی را در خود دارا می­باشند و با توجه به اهمیت منطقه 22 تهران، به رتبه‌بندی مؤلفه‌ها، معیارها و شاخص­ها در نواحی بر اساس تکنیک ANP پرداخته شده است. از طرفی انجام تکنیک تاپسیس بر روی این 5 مؤلفه برای رتبه‌بندی نواحی منتخب، به ارائة راهکارها و پیشنهادات بهتری منجر خواهد شد. همچنین ازآنجاکه این پژوهش از تعداد قابل‌توجه معیارها و شاخص­های توأم کمی و کیفی برخوردار است، روش تاپسیس بهترین روش رتبه­دهی وزن­ها به دلیل عدم محدودیت، سرعت بالا و جبرانی بودن روش است.

تجزیه‌وتحلیل یافته‌های پژوهش:

اولین اقدام در تجزیه داده‌ها پیاده‌سازی مدل‌ ANP خواهد بود به گونه­ای که با پایه­ریزی مدل و ساختار مسئله، تشکیل ماتریس مقایسات زوجی و بردارهای تقدم و تشکیل سوپر ماتریس، به انتخاب بهترین گزینه منجر خواهد شد. وزن معیارهای پژوهش در جداول 4 و 5 نشان داده شده است. مجموع ضریب اهمیت یا وزن معیارها در جدول شماره 5 معادل 1 است و این نشان از مطلوبیت معیارها می­باشد. ارجحیت نهایی معیارهای اکولوژیکی منطقه 22 با استفاده از تکنیک ANP به ترتیب متعلق به کشاورزی محله­ای (مؤلفه گسترش شبکه­های اکولوژیک)، کاهش آلاینده­های محیطی (مؤلفه حفظ کیفیات محیطی و بصری) و مدیریت مؤثر منابع اکولوژیکی (مؤلفه تعادل اکولوژیکی) است. بر اساس جدول 5، وزن­های هر معیار اگرچه تقریباً از اختلاف ناچیزی برخوردار است، ولیکن بازهم بین بالاترین شاخص (کاهش آلاینده‌های محیطی (C6)) با پایین­ترین شاخص (حفظ حیات‌وحش (C12))، دارای اختلافی با حدود 636/0 می­باشد. در جدول 5 معیارهای مطلوب و نامطلوب با رنگ سبز و زرد مشخص شده­اند. همچنین با توجه به طولانی بودن محاسبات، صرفاً به خروجی نتایج وزن­دهی معیارها (که برآیندی از شاخص­ها است) و مؤلفه‌ها پرداخته شده است.

بر اساس نتایج جدول 5 و شکل شماره 3، به ترتیب حفظ حیات‌وحش، کاهش مداخله در طبیعت و استفاده از مفهوم اکوسلول به نسبت سایر معیارها پایین‌ترین ارجحیت را کسب نمودند. از طرفی سایر معیارهایی که در این نمودار اشاره نشده­اند تقریباً نقش واسط را میان سایر نظام­ها به لحاظ تأثیرگذاری بر اکولوژی منطقه ایفا می­کنند. همچنین با بازبینی جدول شماره 5 و 4 می‌توان دریافت، تمامی معیارها تقریباً در طیف مشابهی قرار دارند. اهمیت مؤلفه‌های اکولوژیکی به ترتیب اولویت در جدول 6، مشخص شده­است. به‌طوری‌که به ترتیب گسترش شبکه­های اکولوژیک در منطقه رتبه 1، حفظ کیفیات محیطی و بصری رتبه 2، تعادل اکولوژیکی رتبه 3، اکوتوریسم رتبه 4 و سازگاری با اقلیم و طبیعت رتبه 5 را کسب نمودند. بر اساس نظرات شهروندی در چند سال اخیر توجه به مباحث اکولوژیکی ازجمله توسعه فضا و زیرساخت­های سبز ضمن توجه اهالی به کشاورزی شهری در منطقه 22 و معیارهای فرهنگ اکولوژیکی، حمل‌ونقل عمومی پاک، جذب توریست و گردشگر افزایش یافته است. ازاین‌رو این معیارها، مؤلفه‌های مربوطه را تحت تأثیر و به نسبت معیارهای سازگاری با اقلیم ارتقاء یافته­اند. البته از دید شهروندان و کارشناسان منطقه، ارجحیت و برتری مباحث اقتصادی و سرمایه­گذاری در چندسال اخیر، موجب کاهش توجه به مولفه سازگاری با اقلیم و معیارهای مربوطه شده است.

اما در تکنیک تاپسیس اولویت‌بندی نواحی بر اساس مؤلفه‌های اکولوژیکی خواهد بود. به طوری که با پرسش‌نامه مجزا، تمامی شاخص­ها برای 3 ناحیه با همراهی گروه جامعه آماری و کارشناسی، مورد سنجش قرار گرفت. وزن­دهی داده‌ها در تکنیک تاپسیس به روش آنتروپی شانون انجام شده است. در این وزن­دهی به ترتیب تعادل اکولوژیکی رتبه اول، حفظ کیفیات محیطی و بصری رتبه دوم، اکوتوریسم رتبه سوم، گسترش شبکه­های اکولوژیک رتبه چهارم و سازگاری با اقلیم و طبیعت رتبه پنجم را کسب کرده­اند (جدول شماره 7). در گام بعد در ماتریس ایدئال، مقادیر ماکزیمم و مینیمم هر ستون را باید مشخص کرد. در جدول شماره 8 مشاهده می­شود که بیشترین میزان فاصله مؤلفه‌ها از ایدئال مثبت متعلق به مؤلفه سازگاری با اقلیم و طبیعت (198/0) که نشان از وضعیت نسبتاً نامطلوب مؤلفه و کمترین میزان فاصله مؤلفه‌ها از ایدئال مثبت متعلق به گسترش شبکه‌های اکولوژیک و تعادل اکولوژیکی می­باشد، با توجه به مقدار صفر برای دو مؤلفه مذکور وضعیت مطلوب مؤلفه‌ها در منطقه 22 را نشان می­دهد. همچنین نتایج مطلوبیت این مؤلفه‌ها تا حدودی با جدول شماره 9 یکسان می­باشد.

رتبه‌بندی ناحیه­های منطقه 22 از تکنیک تاپسیس نشان دهنده برتری جایگاه ناحیه 1 در سطح‌بندی پایداری اکولوژیک و شاخص­های پژوهش دارد و ناحیه‌های 6 و 2 در جایگاه‌های بعدی قرار دارند (جدول شماره 9).

نتیجه­گیری و ارائه پیشنهادها
 شهرها به‌عنوان هسته تحولات و جهانی‌شدن، همواره در معرض تخریب‌ها و نوسانات محیطی می‌باشد. با گذر زمان این تحولات، موجبات بروز مسائلی میان انسان و محیط پیرامونش شد. با ظهور انگاره‌های پایداری، اهمیت به اکولوژیک و زیست‌بوم شهری امری حیاتی و جدی در ادامه حیات و ممات شهری و شهروندان تلقی گشت. با ظهور مبانی پایداری و اکولوژیکی همواره اندیشه‌ها و پژوهش‌های فراوانی در جهت تقویت مشارکت، آگاهی، فرهنگ و هویت اکولوژیکی شهری انجام گردید. این مقاله تنها یکی از خرد پژوهش‌های انجام شده در باب اهمیت، تدقیق و تعیین معیارها و راهبردهای اکولوژیکی می‌باشد. در این پژوهش به بررسی 3 ناحیه منطقه 22 شهرداری تهران از حیث سنجش اصول اکولوژیکی پرداخته شده است. نتایج حاصل از یافته‌های پژوهش بر پایه مطالعات مبانی تحقیق و نظرات خبرگان و کارشناسان نواحی مورد مطالعه منطقه 22 تهران، مشخص شد که در توسعه اکولوژی شهری معیارهای گسترش شبکه‌های اکولوژیک (6/0)، حفظ کیفیات محیطی و بصری (57/0)، تعادل اکولوژیکی (53/0)، اکوتوریسم (51/0) و سازگاری با اقلیم و طبیعت (2/0) به ترتیب رتبه‌های 1 تا 5 را در وزن­دهی به روش ANP را به خود اختصاص داده‌اند. از میان سه ناحیه مورد مطالعه ناحیه 1، 6 و 2 به ترتیب اولویت‌های اول تا سوم را در تکنیک TOPSIS از حیث شاخص‌های پژوهش را به خود اختصاص داده‌اند. 

همسو با نتایج این پژوهش، علاوه بر پژوهش‌های ارائه شده در بخش پیشینه که به مفهوم اکولوژیک در سایر شهرها پرداخته­اند، پژوهش‌های دیگری به صورت غیرمستقیم مفاهیم اکولوژیکی و زیست‌محیطی را با تلفیق در رویکردهای شهر سبز، شکوفایی شهری و غیره، برای مناطق شهری کلان‌شهر تهران و از جمله منطقه 22 بررسی نموده‌اند. نتایج این پژوهش­ها با پژوهش­های فوق تا حدودی هم‌راستا می­باشند. به عنوان مثال در پژوهش محمدخانی و همکاران (1400)، شاخص پایداری محیطی با زیرمعیارهای مشابه با پژوهش حاضر، به عنوان یکی از شاخص­های اساسی در شکوفایی شهری، نشان دادند که منطقه 22، به نسبت سایر مناطق کلان‌شهر تهران، در رتبه اول قرار دارد. این منطقه از حیث سرانه فضای سبز، تعداد حوادث، سرانه تولید پسماند، میزان تخریب و نوسازی بافت فرسوده، تعداد پروانه­های صادره ساختمان، تعداد ایستگاه­های آلودگی هوا، ایستگاه­های بازیافت و تعداد غرفه بازیافت، میزان آلودگی صوتی و کیفیت آموزش محیط‌زیست، تنها منطقه برخوردار در کلان‌شهر تهران است (Mohammadkhani, et al., 2021). همچنین در پژوهش جیررودی و همکاران (1401)، بر اساس رویکرد شهر سبز به پایداری مناطق شهر تهران و منطقه 22 پرداخته شده است. این پژوهش نشان می­دهد که این منطقه از نظر زیست‌محیطی و بر اساس شاخص­های کاربری اراضی، ساختمان و انرژی، حمل‌ونقل، زباله و پسماند، آب و فاضلاب، کیفیت هوا و آلودگی صوتی مطلوب‌ترین و بالاترین منطقه در کلان‌شهر تهران می­باشد (Jirrudi, et al., 2020).

بنابراین، صرفاً شاخص­های اکولوژیکی برای منطقه 22 کلانشهر تهران در پژوهش حاضر و برای سه ناحیه منتخب، مورد بررسی و سنجش قرار گرفته است. نتایج نشان­ می­دهد، مؤلفه­ها و زیرمعیارهای این مفهوم برای نواحی منتخب محله 22، اگرچه در سطح مطلوب و مناسبی می­باشند، ولیکن برخی معیارها از میزان کمتری به نسبت سایرین برخوردار می­باشند. در رتبه بندی نواحی آن­چه قابل توجه است، نواحی 1 و 6 باتوجه به توسعه ساخت و سازها، غلبه سکونت و ضمن توجه مدیریت شهری به فشردگی و عدم پراکندگی و اراضی باز و رهاشده، و خدمات رسانی پیوسته و منظم از حیث مؤلفه­های اکولوژیکی در وضعیت مناسب­تری قرار دارند. در شکل شماره 4، 5 شاخص اصلی و 13 زیرمعیار اکولوژیکی مورد سنجش در منطقه 22 کلانشهر تهران، ارائه شده است. در این شکل، اولویت­بندی براساس 5 شاخص اکولوژیکی می­باشد، به طوریکه با نزدیک شدن به سر فلش و محور افقی، شاخص­ها و معیارهای بالاتر در منطقه قابل نمایش می­باشد. همچنین سه معیار با ارجحیت بالا و پایین به ترتیب با رنگ های سبز و نارنجی مشخص شده­است.

همچنین از پیشنهادات اساسی در جهت بهبود وضعیت آتی و رضایت مردمی، بر اساس نظرات جامعه آماری و شهروندان در پرسش‌نامه‌ها و مشاهدات نگارنده به تفکیک مؤلفه‌های مطروحه و بر اساس اهمیت در نواحی مورد مطالعه، می‌توان به موارد زیر در جدول شماره 10 اشاره نمود.

-       تقویت سیستم جمع‌آوری و بازیافت زباله(ناحیه 1، 6 و 2)
