Challenges and Strategies for the Protection and Sustainable Development of Privacy (case study: District 15 Municipality of Tehran Metropolis)

Abstract :

Introduction: The high growth of urbanization in the last two centuries and following it, the development and expansion of cities has caused many quantitative and qualitative changes in urban spaces, including the boundaries of cities. Research Aim: It is necessary to seriously prevent uncontrolled expansion and development in the city boundary with accurate and proportionate planning, because the progress and increasing growth of challenges will cause the destruction of the metropolitan boundary of Tehran and the loss of the breathing lung and urban reserve lands for the sustainable development of the city in the future. Methodology: In terms of purpose, this research is practical and based on how to obtain the required data and the working method and nature, it is descriptive and analytical. To select the panel of experts (Delphi Temple), the snowball sampling method was used, which ultimately led to the selection of 12 people. Meta-SWOT software has been used to analyze the information and provide a strategy for the sustainable development and protection of Tehran's metropolitan area. Studied Areas: District 15 is one of the southern districts of Tehran metropolis, which has a common border with the city of Tehran from the east.This District has 7 Region, 3 of which has Privacy: Region 4, 6 & 8. Results: Environmental destruction, according to the output of meta-SWOT software, is the biggest challenge for the protection and development of the zone 15. Unauthorized constructions and land grabbing are the next challenges, and then it's time to change the use of gardens and agricultural lands, create industrial pollution and prevent the implementation of the green belt and immigration and informal settlements and miscellaneous management (variety of laws and multiple law enforcers). Conclusion: meta-SWOT believes that there are resources and capabilities in the studied geography of the research, which are solutions to overcome the challenges of preservation and sustainable development of the studied geography; The most important of them is "integrated privacy management" and then it comes to "the attention of the authorities and the adoption of unity of action between all the devices involved in privacy", "the presence and investment of the private sector" and "green belt".
