The model of digital identity in smart government of government agencies with the mediating role of digital transformation leadership

Abstract :
Objective: The purpose of this study is to present the model of digital identity and smart government with the mediating role of digital transformation leadership in Iranian government agencies.Methodology: The present study has tried to follow a mixed approach and utilize the grounded theory with the classical approach of Glaser and Strauss in the form of a design (exploratory and descriptive-survey) a clear and comprehensive picture of digital identity in smart government in government agencies. Iran with the role of mediator to lead the digital transformation. The statistical population of this study consists of two parts: In the first part, which was done through a qualitative approach and using the data theory of the foundation, 20 experts in the field of e-government and digital identity were interviewed. In the second part of the research, a questionnaire was distributed among 384 government employees in different departments. The data were analyzed using SPSS SMARTPLS3 software.Results: components of digital identity include (utility, comprehensive, secure, choice, tailored to the purpose), and factors related to smart government (smart services, smart environment, smart security, smart resources, smart interaction, digital organization, digital governance, Digital roadmap), and factors related to digital transformation leadership (digital organization, digital governance, digital roadmap).Conclusion: The general results of the study indicate that digital identity in smart government of the government agencies with the mediating role of digital transformation leadership is effective that the value of beta coefficient of digital identity on transformational digital leadership is equal to 0.485, and the value of beta coefficient related to transformation leadership Digital on smart government is equal to 0.745, the beta coefficient of the third path is equal to 0.256.
