Abstract :
The severity trending to urbanization is lead to increased city crisis. The problem lead to provision the development plan by city manager aimed at welfare of citizen. Failure to fulfill and Inefficiency of the plans toward increased welfare, lead to breaking the Traditional management structure of city and planning. Thus, top to down planning converted to down to up planning, example of this, participatory of citizen in process of preparation of plan is. Ignoring the views of citizens in the preparing and implementing the plans lead to low percentage of progress work Reusing, loss of the energy, take the time and cost. In this study, was evaluated the level of citizens participation in urban development planning and influencing variables. After collecting the data, by SPSS software and descriptive test (core indicators) and inferential statistics (Spearman, one-sided chi-square, logistic regression), were answered to the research questions. The results show that citizen participated on financial area. The plan implemented lead to non-satisfaction of citizens and participation rates by income and education level had no significant relation and participation is basically a concept of internal and spontaneous.
