The concept or phenomenon of Meritocracy has different definitions, meanings andperceptions. This paper titled "Evaluation and Analysis of meritocracy barriers in tele-communaction infrastructure company" aims to explore, analyze and challenge internal and external factors affecting meritocracy in the company under study during 2011-2012. The method of sampling is stratified random study proportionate to the volume of each classification. The samples contains 317 poeple. The study has a really descriptive survey method. To gather the data needed, a questionnaire is used. The data collected are analysed by SPSS software. Research questions are also analyzed by binomial tests. The results represent that, by 95 percent of confidence, external factors like cultural, political, legal and economical ones and internal factors of the content and institution as structural- managerial, strategy, technology and organizational culture and also internal factors related to human resources management as absorption and provision systems, maintainance and preservation, training and improvement and finally effective use of human resources are of the barriers of meritocracy in tele-communication infrastructure company. In addition, economical factors, strategy, maintainance and preservation are of higher priority.
