بررسی تأثیر مخارج تحقیق و توسعه داخلی و واردات سرمایه ای- واسطهای بر بهرهوری و ارزش افزوده صنایع استانهای کشور

ملخص المقالة :
وجود شکاف در استان های کشور از نظر شاخص های صنعتی و روند نامتوازن و نامتعادل رشد و توسعه اقتصادی آن ها، لزوم توجه به توان ها و پتانسیل های هر منطقه را بیش از پیش آشکار می سازد. در این راستا تحقیق و توسعه و واردات کالاهای سرمایه ای- واسطه ای می توانند از طریق بهبود تکنولوژی موجب افزایش بهره وری و رشد هماهنگ و پویای همه مناطق و افزایش توان رقابتی صنایع آن ها گردند. لذا این مطالعه به بررسی تأثیر مخارج R&D داخلی و واردات سرمایه ای- واسطه ای بر بهره وری در صنایع ایران (به تفکیک استان های کشور)، طی دوره زمانی 1387-1374 پرداخته است. برای این منظور تابع بهره وری کل عوامل و تابع تولید، به روش اقتصادسنجی داده های تابلویی برای صنایع استان های کشور برآورد شده است. نتایج به دست آمده نشان می دهد که طی دوره مزبور، مخارج R&D داخلی و واردات سرمایه ای- واسطه ای تأثیر مثبت و معنی داری بر بهره وری کل عوامل و ارزش افزوده صنایع مورد بررسی داشته اند. لذا توصیه می گردد دولت از فعالیت های R&D صنایع جهت پیشرفت تکنولوژی و بهبود روش های تولیدی آن ها حمایت نماید و امکان دسترسی آن ها به فن آوری های نوین جهانی را از طریق واردات فراهم نماید.
