ملخص المقالة :
باید مختص سازمان طراحی شود زیرا از طرفی ساختار، فرهنگ، استراتژی ها و اهداف از سازمانی به سازمان دیگر متفاوت است و از دیگر سو نیاز سازمان های مختلف به چابکی نیز متفاوت است. مدل حاضر توجه به ویژگی های سازمان مدیریت پسماند شهرداری شیراز بومی سازی شده و برای اندازه گیری سطح چابکی فعلی این سازمان مورد استفاده قرار گرفته است. با توجه به کیفی بودن ماهیت پژوهش برای طراحی مدل، روش فرا ترکیب مورد استفاده قرار گرفته است. در ابتدا مدل های چابکی مختلف مورد بررسی قرار گرفته و با استفاده از روش فراترکیب ابعاد و مولفه های اندازه گیری چابکی سازمان استخراج شده است. معیارها و مولفه های اصلی مدل عبارتند از: محرک ها، توانمند سازها، قابلییت های کلیدی و راهبردهای چابکی ، تعیین سطح چابکی مورد نیاز، اهداف چابکی و نتایج چابکی. سپس تمامی سطوح مدل (سه سطح معیار، زیرمعیار و نکات راهنما) با استفاده از روش گروه متمرکز نهایی شده و ابزار اندازه گیری چابکی سازمان بر اساس سطح سوم مدل(نکات راهنما) طراحی شده است. در نهایت سطح چابکی سازمان مدیریت پسماند شهرداری شیراز به وسیله ی این مدل توسط ارزیابان سازمانی مورد سنجش قرار گرفت که نتایج ارزیابی نشان می دهد سطح چابکی سازمان مدیریت پسماند شهرداری شیراز در حال حاضر متوسط می باشد.
