ملخص المقالة :
بهرهگیری از روش مشارکت عمومی- خصوصی به عنوان یک مدل سرمایهگذاری موجب میشود تا مهارت و تخصص مدیریت بخش خصوصی در تحویل پروژههای زیربنایی دولتی به کار گرفته شود. لذا دولتها میتوانند بر روی بخشهای دیگر اقتصادی جهت تسریع و توسعه رشد زیرساختها تمرکز نمایند. در این مقاله، با بررسی مدل قانونی اجراشده (قانون اجرای سیاستهای کلی اصل 44 قانون اساسی) در سازمانهای توسعهای صنعتی در ایران سعی میشود تا موانع تاثیرگذار در عدم تحقق اهداف پروژههای مصوب سرمایهگذاری در سه بخش شریک بخش دولتی (5 عامل اصلی و 9 عامل فرعی)، شریک بخش خصوصی (4 عامل اصلی) و همچنین فضای کسبوکار (6 عامل اصلی و 2 عامل فرعی) مورد شناسایی قرار گرفته و میزان تاثیر هر یک از این عوامل بر یکدیگر با روش دیمتل فازی شناسایی شده و همچنین اهمیت هر یک از آنها با بهرهگیری از روش ایانپی فازی مورد بررسی و تحلیل قرار گیرد.
