ملخص المقالة :
این تحقیق بر آن است تا با روشن ساختن ظرفیت‌های شهرسازی وکالتی در توسعه پایدارشهرهای کوچک، به پی یافتن پاسخ این پرسش بپردازد که مؤلفه‌های شهرسازی‌وکالتی در توسعه پایدار شهرهای کوچک کدامند؟ تا برای ارائه راهکارهای اجرایی بهره‌ببرد. پژوهش حاضر جزء پژوهش‌های کاربردی و اکتشافی – تبیینی با روش ترکیبی(کیفی-کمی) است. در بخش کیفی از طریق مصاحبه با خبرگان شامل اساتید دانشگاهی و مسئولان اجرایی شهرهای کوچک شمال استان همدان و با استفاده از استراتژی پدیدارشناسی و تاکتیک تحلیل محتوای مصاحبه(تحلیل تم) و نرم افزار تحلیل کیفی MAXQDA 2020 و نرم‌افزار iMindMap 9 مؤلفه‌های شهرسازی وکالتی در شهرهای کوچک و نمودار شبکه مضامین ارائه شد. در بخش کمی تحقیق توصیفی و از نوع زمینه‌یابی است و جهت سنجش نسبت روایی محتوایی و انجام مراحل تکنیک دلفی از آزمون‌های T تک نمونه‌ای و ضریب کندال تحت نرم‌افزار کمی SPSS نسخه 26 استفاده شد و جهت سنجش مطلوبیت برازش الگوی کمی پژوهش از روش تحلیل عاملی تأییدی به کمک آزمون‌های روایی همگن بودن، روایی همگرا و واگرا و آزمون پایایی ترکیبی و ضریب آلفای کرونباخ تحت نرم‌افزار PLS نسخه 3 انجام شد. نمونه آماری بر مبنای اشباع نظری و تئوریکی بر اساس کدهای استخراجی از مصاحبه با پنل خبرگان و 384 نفر از شهروندان و شهرهای کوچک شمال استان همدان که شامل شهرهای کبودرآهنگ، رزن و دمق انتخاب شد. در پژوهش انجام شده شهرسازی وکالتی با 7 مولفه مالی، مسئولیت‌پذیری، مشارکتی، توانمندسازی، عدالت، تصمیم‌سازی و آموزشی معرفی شدند. در بین ابعاد شهرسازی وکالتی، بیشترین میانگین با مقدار 65/3 مربوط به ابعاد مسئولیت‌پذیری و آموزشی بوده و کمترین میانگین با مقدار 42/3، مربوط به بعد تصمیم‌سازی بود که در بین نظر عموم مردم با نخبگان و مسئولین تفاوت معنی‌داری در مولفه های موثر شهرسازی وکالتی، وجود نداشت. باتوجه‌به نتایج به دست آمده الگوی شهرسازی وکالتی در توسعه پایدار شهرهای کوچک از برازش مطلوبی برخوردار بودند تا با استفاده از این الگوها راهکارهای اجرایی برای کاربست شهرسازی وکالتی جهت توسعه پایدار شهرهای کوچک ارائه شود.
