ملخص المقالة :
زمینه و هدف: در این تحقیق مناطق فرسوده بخش مرکزی شهر قزوین از لحاظ شدت فرسودگی الویت بندی و نقاط قوت، ضعف، فرصت ها و تهدید های این مناطق شناسایی شده است.
روش بررسی: برای رسیدن به این هدف از اسناد و مدارک، آمار و اطلاعات موجود درمنابع علمی و همچنین مصاحبه با سرپرستان خانوارهای ساکن در بافت فرسوده، صاحبنظران، مدیران و کارشناسان مرتبط با مباحث معماری، اجتماعی و بکارگیری تکنیک سلسله مراتبی فازی مدلAHP ومدل SWOT استفاده به عمل آمده است. در مرحله اول مناطق فرسوده بخش مرکزی شهر قزوین از لحاظ شدت فرسودگی الویت بندی شده است. در مرحله بعد با استفاده از مدل SWOT با حجم نمونه 417 نفر برای سطح اطمینان 95 درصد و احتمال خطای 5 درصد نقاط قوت، ضعف، فرصت ها و تهدید های مناطق فرسوده بخش مرکزی شهر قزوین شناسایی شده است.
یافته ها: کمبود فضاهای خدماتی رفاهی در محدوده مورد مطالعه با ضریب اهمیت (033/0) مهمترین نقطه ضعف، دسترسی آسان به خیابـان هـای اصـلی، بازار و مرکز شهر با ضریب اهمیت (024/0) بالاترین نقطه قوت، عدم وجود برنامه ای مدون در راستای عدالت محوری در پهنه شهر قزوین با ضریب اهمیت (054/0) است.
بحث و نتیجه گیری: مهم ترین تهدید وجود طرح های تشویقی (نظیر اعطای وام، افزایش تراکم و ...) توسط سازمان های ذیربط در راستای افزایش سرمایه گذاری و نوسازی با ضریب اهمیت (032/0) و برترین فرصت در ساماندهی بافت بخش مرکزی شهر قزوین با رویکرد باز آفرینی شهری پایدار شناخته شد.
