ملخص المقالة :
زمینه و هدف: تفکیک پسماند از مبدا، از جمله راهکارهای اساسی در مدیریت پسماندهای خانگی محسوب می شود. برای نیل به این هدف، سیاست گذاری های مختلف و متفاوتی از سوی برنامه ریزان و مدیران شهری اتخاذ می شود که میزان وصول به اهداف نیز بر اساس نوع سیاست گذاری می تواند متفاوت باشد. جهت بررسی تاثیر سیاست گذاری ها در مدیریت پسماندهای خانگی در قالب امکانات، فرصتها و ابزارهای تشویقی، پژوهش حاضر در مرداد ماه 1394 در منطقه 8 شهرداری تهران انجام یافته است.روش بررسی: برای انجام این تحقیق تعداد400 نمونه از شهروندان تهرانی به شیوه نمونه گیری سهمیه ای- تصادفی انتخاب شدند. جمع آور ی اطلاعات با استفاده از ابزار پرسشنامه انجام یافت و برای سنجش اعتبار و روایی سؤالات، ازاعتبار صوری و ضریب آلفای کرونباخ استفاده شده است. تجزیه و تحلیل اطلاعات نیز با استفاده از نرم افزارSpss نسخه16 و آماره های توصیفی و استنباطی صورت گرفت.یافته ها: نتایج حاصل ازآزمون فرضیه های تحقیق نشان داد که متغیر امکانات و فرصت های تفکیک پسماند با رفتار تفکیک پسماند همبستگی دارد. اما متغیر مشوق اقتصادی با تفکیک پسماند رابطه معنی داری ندارد و این فرضیه رد شد. با بررسی بیشتر مشخص گردید که ابزارهای تشویق اقتصادی از طریق عواملی مانند ترویج مساله تفکیک پسماند با استفاده از منابعی مانند نویسندگان، اخبار صدا و سیما و...و همچنین آگاهی شهروندان از سیاست ها و برنامه های اجرایی شهرداری در حوزه مدیریت پسماند( قانون مدیریت پسماند، روشهای جمع آوری پسماندهای خشک ، نحوه ارتباط با شهرداری و...) می توانند بر تفکیک پسماند موثر باشند.بحث و نتیجه گیری: یافته های به دست آمده، پیچیده بودن شناسایی و تعیین عوامل تاثیرگذار بر رفتار تفکیک پسماند و به طور کلی لزوم مدنظر قراردادن مجموعه ای از عوامل اجتماعی را در پیش بینی رفتار زیست محیطی یادآور می شود. تاکید صرف بر ابزارها و مولفه های تشویقی به تنهایی نمی توانند بر رفتار تفکیک پسماند تاثیری داشته و یا مشارکت و همکاری شهروندان را در پی داشته باشند. عدم اطلاع رسانی مناسب به شهروندان در ارتباط با برنامه های شهرداری مانند اجرای طرح تفکیک پسماند و یا عدم آگاهی در ارتباط قانون مدیریت پسماند از عواملی هستند که اجرای موفق این طرح را با چالش مواجه ساخته است.
