ملخص المقالة :
امروزه تعادل های ناحیه ای و توسعه شرایط اجتماعی و اقتصادی نواحی مرزی نقش اساسی در توسعه ملی هر کشور دارد، بنابراین توسعه و گسترش امکانات و منابع در شهرستان های مرزی می تواند نقش اساسی در تقویت و توسعه اجتماعی و اقتصادی و در نهایت توسعه پایدار ملی داشته باشد. بدین منظور و با توجه به اهمیت موضوع، نوشتار حاضر، با هدف شناخت وضعیت عملکرد و توسعه نقاط شهری منطقه سیستان و بلوچستان با توجه به تأثیر متغیرهای اقوام و مرزی بودن منطقه پرداخته است. روش استفاده شده در این تحقیق توصیفی- تحلیلی می‌باشد و برای سطح‌بندی عملکرد نقاط شهری منطقه از 20 شاخص استفاده شده است، این شاخص‌ها در راستای 6 عامل اصلی اجتماعی-فرهنگی، اقتصادی، زیربنایی، بهداشتی- درمانی، حمل و نقل و ارتباطات بودند و برای بررسی و تحلیل شهرستان های استان و رتبه بندی آن ها ابتدا کل شاخص‌ها با استفاده از مدل ویکور پالایش شد، در ادامه جهت نشان دادن رابطه بین متغییرهای تحقیق از آزمون های آماری استفاده شده است. نتایج نشان می‌دهد که در بین شهرستان های استان، شهرستان زاهدان و نیمروز توسعه یافته ترین شهرستان های استان سیستان و بلوچستان و شهرستان سراوان، خاش محروم ترین شهرستان های استان بوده و مرزی بودن شهر‌ها در عملکرد آنها تأثیرگذار بوده است و شهرهای مرزی و غیر مرزی بر اساس متغییر کل مولفه های اصلی پژوهش در سطح خطای کمتر از 0.05 معنی دار هستند. همچنین مشخص شد که در بررسی نقش اقوام در توسعه اجتماعی و اقتصادی منطقه شهرهای بلوچ زبان از لحاظ شاخصه ها شرایط بهتری نسبت به شهرهای زابلی زبان داشته اند.
