ملخص المقالة :
امروزه توسعه و ابعاد مختلف آن یکی از مهم ترین موضوعات مورد بحث محافل علمی داخلی و بین المللی است. این موضوع از آن جهت اهمیت ویژه پیدا می‌کند که با موضوع مهم دیگری همچون حقوق بشر پیوند دارد. تلقّی توسعه به عنوان حقی بشری و پیدایش حق بر توسعه به عنوان یکی از مصادیق نسل سوم حقوق بشر و از سوی دیگر، پیشتازی کشورهای در حال توسعه و جهان سوم در طرح و مطالبه این حق، وجه انسانی توسعه را برجسته ساخته و موجب خلق مفهوم توسعه انسانی گردید که در پرتو آن هر انسانی و همه انسان ها مستحق مشارکت، مساعدت و بهره مندی از ابعاد مختلف امنیت انسانی از جمله امنیت اقتصادی، اجتماعی، فرهنگی و سیاسی می باشند و از این طریق همه حقوق و آزادی های اساسی و بنیادی آنان محقق خواهد شد. حق بر تأمین اجتماعی نه تنها یکی از مصادیق نسل دوم حقوق بشر می باشد، بلکه امنیت انسان را در برابر آشوب ها و آشفتگی های ناگهانی و مخاطره آمیز مانند سالمندی، بیماری، ازکارافتادگی و فوت تأمین می نماید. بنابراین این حق تأثیرپذیری فراوانی از مفهوم حق بر توسعه و توسعه انسانی دارد. در این پژوهش ضمن واکاوی حق بر توسعه، توسعه انسانی، امنیت انسانی و حقوق تأمین اجتماعی، ظرفیت های موجود در حق بر توسعه جهت ارتقای حقوق تأمین اجتماعی مورد بررسی و تحلیل قرار گرفته است.
