تأثیر کمکهای رسمی توسعه و کمکهای بهداشتی بر وضعیت سلامت در کشورهای درحالتوسعه

مقدمه: کمکهای خارجی یکی از راههای افزایش مخارج بهداشتی در کشورهای درحالتوسعه و کم درآمد جهت نیل به اهداف پوشش جهانی خدمات بهداشتی میباشد. بر این اساس، هدف اصلی این مطالعه بررسی تأثیر کمکهای رسمی توسعه و کمکهای بهداشتیبر سلامت، در کشورهای درحالتوسعه است. روش پژوهش: این مطالعه با استفاده از دادههای آماری 33 کشور درحالتوسعه (شامل ایران) طی دورهی زمانی 2017-1995، به بررسی رابطهی بلندمدت بین سلامت، سهم کمکهای رسمی توسعه و کمکهای بهداشتی از تولید ناخالص داخلی، سرانهی پزشک، درآمد، آموزش و شهرنشینی پرداخته است. به این منظور از برآوردگر حداقل مربعات معمولی پویا (DOLS) استفاده شده است. همچنین، تحلیل دادهها به کمک نرمافزار Eviews انجام شده است. یافتهها: بر اساس نتایج بهدستآمده از برآورد مدلهای تحقیق، سهم کمکهای بهداشتی از تولید ناخالص داخلی، سرانهی پزشک، درآمد سرانه، نرخ ثبت نام در دورههای متوسطه (شاخص آموزش) و نرخ شهرنشینی، شاخص سلامت را در بلندمدت بهبود میبخشند؛ اما سهم کمکهای رسمی توسعه از تولید ناخالص داخلی، اثر معناداری را بر شاخص سلامت نداشته است. یک درصد اقزایش در سهم کمکهای بهداشتی از تولید ناخالص داخلی، در بلندمدت، نرخ مرگومیر نوزادان را در کشورهای درحالتوسعه منتخب حدود 18/0 درصد کاهش خواهد داد. نتیجهگیری: بهکارگیری و مدیریت صحیح کمکهای بهداشتی در کشورهای درحالتوسعه، میتواند به ارتقای سطح سلامت در این کشورها کمک کند.
