ملخص المقالة :
اهمیت و ضرورت توجه به راهبردهای بخش کشاورزی در برنامه های توسعه، به لحاظ اهمیت روزافزون این بخش در اقتصاد ملی کشور است و به همین لحاظ، ارزیابی راهبردهای این بخش از یک سو امکان شناخت کاستی های فرآیند توسعه ی ملی و از سوی دیگر تصحیح روندها را فراهم می سازد. مقاله ی حاضر با استفاده از روش تحقیق توصیفی و با اتکا به تکنیک دلفی در دقت سازی و تحلیل داده ها به تبیین و ارزیابی راهبردهای توسعه ی بخش کشاورزی در دو دهه ی اخیر می پردازد. بررسی اسناد قوانین چهار برنامه ی پنج ساله ی توسعه نشان می دهد که بیش از یکصد مورد سیاست و راهکار اجرایی مربوط به توسعه ی بخش کشاورزی طی دو دهه اخیر مورد توجه مجلس شورای اسلامی قرارگرفته است. از این مجموعه سیاست ها، تعدادی که در سطح راهبرد، نقش راهبری بخش را ایفا کرده اند، براساس مبانی نظری مدیریت راهبردی انتخاب و مبنای ارزیابی قرارگرفته اند. نتایج حاصل بیانگر این نکته ی مهم است که با وجود اجرای چهار برنامه ی توسعه در بخش کشاورزی در بیست سال گذشته، هم اکنون نیز پیش فرض های فنی و محیطی برای انتخاب مجدد و استمرار در اجرای این راهبردها در کشور به قوت خود باقی مانده است
