بررسی میزان اثرپذیری رشد بخش کشاورزی از کیفیت حکمرانی خوب

ملخص المقالة :
بر اساس دیدگاه اقتصاددانان نهادگرا، با حرکت در مسیر ارتقاء کیفیت حکمرانی، نهاد‌های اقتصادی و سیاسی فراگیر شکل گرفته و موجبات رشد پایدار بخش‌های مختلف اقتصاد و نهایتاً توسعه فراهم می‌شود. یکی از این بخش‌های کلیدی، کشاورزی و بازار مواد غذایی است. بر این اساس هدف مطالعه حاضر، بررسی میزان اثرپذیری رشد بخش کشاورزی از شاخص های کیفیت حکمرانی خوب در کشورهای در حال توسعه منتخب طی دوره 2016-1996 به کمک رهیافت خود رگرسیون برداری بیزین (BVAR) است. کشورهای مورد مطالعه شامل کشورهای عضو سازمان همکاری اقتصادی (اکو)، سازمان همکاری شانگهای، بازار مشترک کشورهای آمریکای جنوبی (مرکوسور)، جامعه اقتصادی کشورهای غرب آفریقا (اکوواس) است. بررسی‌ها نشان داد که رشد بخش کشاورزی عموماً در بلندمدت و با شدت متفاوت، از شاخص‌های حکمرانی خوب اثر می‌پذیرد. در ایران نیز کارآمدی دولت و کیفیت و چگونگی تنظیم قوانین تاثیرگذارترین شاخص‌های حکمرانی هستند و ثبات سیاسی و فقدان خشونت، کنترل فساد، حاکمیت قانون و انتقاد و پاسخگویی در رتبه‌های بعدی قرار دارند.
