تغییرات تقسیمات کشوری و نقش آن بر وقوع تنش های اجتماعی (مطالعه موردی: طرح اتصال استان فارس به خلیج فارس)

ملخص المقالة :

واحدهای سیاسی – اداری تقسیمات کشوری از مهمترین بسترهای شکل گیری هویت های جمعی و تعاملات کارکردی در سطح نواحی محلی و ناحیه ای به شمار می روند. از اینرو هر گونه تغییر غیر اصولی در مرزها و محدوده های این واحدها به طور مستقیم بر هویت و کیفیت زیست ساکنان آنها تاثیرگذار بوده و می تواند به بروز تنش ها و منازعات گسترده در سطح واحدها منجر شود. در این راستا یکی از مهمترین طرح های تنش آمیز تغییرات تقسیمات کشوری در ایران، طرح اتصال استان فارس به خلیج فارس از طریق انتزاع قسمت هایی از استان هرمزگان و الحاق آن به استان فارس می باشد که در دهه 1390 با شکل گیری اعتراضات گسترده در استان هرمزگان همراه گشت. لذا در این تحقیق با استفاده از روش توصیفی- تحلیلی و با تکیه بر منابع کتابخانه ای، ابعاد تنش آمیز این طرح مورد بررسی و تجزیه تحلیل قرار گرفت. نتایج تحقیق نشان داد که این طرح از طریق پیامدهایی مانند واکنش هویت های محلی، تشدید رقابت های محلی، شکل گیری انگاره تبعیض و بی عدالتی، از بین رفتن تعادل های اکولوژیکی و امکان افزایش فاصله میان مرکز- پیرامون در واحدهای تقسیماتی باعث شکل گیری تنش ها و اعتراضات گسترده در سطح استان هرمزگان شده است. ذا در این تحقیق با استفاده از روش توصیفی- تحلیلی و با تکیه بر منابع کتابخانه ای، ابعاد تنش آمیز این طرح مورد بررسی و تجزیه تحلیل قرار گرفت. نتایج تحقیق نشان داد که این طرح از طریق پیامدهایی مانند واکنش هویت های محلی، تشدید رقابت های محلی، شکل گیری انگاره تبعیض و بی عدالتی، از بین رفتن تعادل های اکولوژیکی و امکان افزایش فاصله میان مرکز- پیرامون در واحدهای تقسیماتی باعث شکل گیری تنش ها و اعتراضات گسترده در سطح استان هرمزگان شده است.
