مدل یابی موانع تحقق پذیری مشارکت نخبگان در توسعه پایدار اجتماعی و اقتصادی شهرها (مطالعه موردی: شهر سی سخت)

ملخص المقالة :
نخبگان با داشتن دانش و تجربه‌های خاص، می‌توانند بهبود فرایندها و راهکارهای نوین را برای توسعه شهرها ارائه کنند. این مشارکت به ایجاد فضاهای نوآورانه، ترویج کارآفرینی و ایجاد فرصت‌های شغلی نیز کمک می‌کند. از طرف دیگر، مشارکت نخبگان در تصمیم‌گیری‌های مرتبط با توسعه شهری، باعث افزایش شفافیت و حکمرانی خوب در امور عمومی می‌شود و به دستیابی به توسعه پایدار در ابعاد اجتماعی و اقتصادی کمک می‌کند. هدف پژوهش حاضر، شناسایی موانع تحقق¬¬پذیری مشارکت نخبگان در توسعه پایدار اجتماعی و اقتصادی شهر سی سخت و طراحی ارتباطات این عوامل می‌باشد. روش انجام پژوهش به صورت توصیفی- تحلیلی است. به منظور شناسایی موانع، از روش تحلیل محتوا استفاده شد. در بخش مدلسازی ساختاری-تفسیری، از نظرات خبرگان و متخصصین صاحب¬نظر در حوزه شهری و مراکز پژوهشی از طریق روش دلفی استفاده شده است. ابزار جمع¬آوری داده¬ها به¬صورت مصاحبه و پرسشنامه دوبه دویی می¬باشد و برای سنجش و ارزیابی روایی پرسشنامه از ملاک روایی صوری استفاده شده است. روابط بین موانع تحقق¬¬پذیری مشارکت نخبگان در توسعه پایدار اجتماعی و اقتصادی شهر سی سخت با استفاده از يك متدولوژي تحلیلی نوین تحت عنوان مدل¬¬سازی ساختاری تفسیری (ISM) تعیین و بصورت یکپارچه مورد تحلیل قرار گرفته است و در نهایت با استفاده از تحلیل MICMAC نوع متغیرها با توجه به اثرگذاری و اثرپذیری بر سایر متغیرها مشخص و سطح¬بندی شدند. یافته¬های پژوهش نشان داد موانع کمبود حمایت دولتی و نهادها، تفکرات سنتی و محافظه‌کارانه و کمبود ارتباط و هماهنگی بین نخبگان و مسئولین شهری با میزان قدرت نفوذ 10 بیشترین تاثیر و موانع عدم توجه به آموزش و پژوهش و نبود فرصت‌های شغلی مناسب مشترکاً با میزان قدرت نفوذ 2 کمترین تاثیر را دارد.
