ارائه مدل اثربخش ارزیابی خطمشیهای سلامت نظام اداری با توجه به اسناد بالادستی: مطالعه در وزارت امور اقتصادی و دارایی

ملخص المقالة :
این تحقیق با هدف ارائه مدل اثربخش ارزیابی خطمشیهای سلامت نظام اداری با توجه به اسناد بالادستی در وزارت امور اقتصادی و دارایی انجام شده است. این پژوهش ترکیبی از روشهای کیفی و کمی بوده بدین ترتیب که در ابتدا با انجام مطالعات کتابخانهای 108 عنوان خطمشی بهعنوان کدهای اولیه (پارهگفتارها) احصا گردید که با استفاده از روش تحلیل مضمون در 23 مضمون پایه (مؤلفه) و سپس در 6 مضمون سازماندهنده (بعد) شامل ابعاد اداری، اجتماعی، اقتصادی، سیاسی، قضایی، و مالی دستهبندی گردید. مدل اولیه توسط خبرگان مورد تأیید قرار گرفت. جامعه آماری این تحقیق شامل کارکنان ستاد و ادارات کل استانی وزارت امور اقتصادی و دارایی به تعداد 4062 نفر بوده و با توجه به روش نمونهگیری کوهن تعداد 205 نمونه با استفاده از روش نمونهگیری طبقاتی انتخاب شدهاند. مدل اولیه در این نمونه مورد آزمون قرار گرفت. روایی پرسشنامه برابر با (1/86 درصد) محاسبه گردیده، پایایی درونی پرسشنامه نیز با استفاده از آلفای کرونباخ محاسبه شده و با توجه به اینکه مقادیر آلفای کرونباخ بالاتر از (7/0) قرار گرفته، پایایی درونی تمامی بُعدها مورد تأیید قرار گرفت. تجزیه و تحلیل دادهها با استفاده از نرمافزارهای SPSS و Smart-PLS انجامشده است. برای بررسی سؤالهای پژوهش از روشهای آماری تحلیل عاملی تأییدی، معادلات ساختاری و آزمون t تک نمونهای استفاده شده است. درنتیجه با توجه به کسب نمره شاخصهای آلفای کرونباخ و پایایی ترکیبی بیشتر از 6/0، بار عاملی بالاتر از 5/0 سؤالات، نمره شاخص ریشه میانگین مربعات باقیمانده استاندارد شده معادل 039/0، اعتبار مدل مورد تأیید قرار گرفت.
