تبیین نقش اخلاق شهروندی در توسعه پایدار کلان‌شهر تهران

رفتار انسان با محیط و با هم نوع است که تعیین کننده پایدار بودن و یا نبودن توسعه است. یکی از محیط‌هایی که توسعه پایدار در ان بسیار مهم است محیط کلان‌شهرها است. در این محیط‌ها شاهد تجمع و تراکم جمعیتی زیادی هستیم و در نتیجه بهره‌برداری‌های بیش از ظرفیت فشار زیادی به محیط وارد می‌شود. با توجه به این مقدمه است که در کنار قانون و مدیریت و سیاست‌گذاری، اخلاق شهروندی از اهمیت بالایی برخوردار می شود. هدف این مقاله بررسی نقش اخلاق شهروندی در توسعه پایدار کلان‌شهر تهران است. روش این مقاله کیفی بوده و برای گردآوری داده های پژوهش از منابع کتابخانه ای استفاده شده است. روش تجزیه و تحلیل اطلاعات نیز توصیفی تحلیلی است. یافته های مقاله نشان می دهد که توسعه پایدار کلان‌شهرها به چیزی بیش از برخورد قانونی و قهری و مدیریت و سیاست‌گذاری نیاز دارد. بی‌شک با مدیریت و برنامه ریزی می‌توان به توسعه دست‌یافت اما توسعه پایدار چیزی فراتر از مدیریت و برنامه‌ریزی است. بی‌شک بالاترین فناوری ها در کنار به علمی‌ترین مدیریت‌ها اگر با همراهی و مشارکت اخلاقی شهروندان همراه نباشد چیزی بیشتر از بوروکراسی مدیریتی نخواهد بود. درک مسئولیت در قبال محیط زندگی و تعهد اخلاقی نسبت به محیط و آیندگان است که پایداری زندگی را در کلان‌شهر تهران تضمین می‌نماید. البته برنامه ریزی برای ارتقای اخلاق شهروندی با توجه به نقش آن در توسعه پایدار خود مقوله‌ای است مهم و نیازمند برنامه‌ریزی از سوی همه نهادها و سازمان‌های متولی مدیریت و برنامه‌ریزی شهری.
