اولویتبندی عوامل مؤثر بر بهبود عملکرد بازارچههای مرزی استان سیستان و بلوچستان با رویکردی ترکیبی

چکیده مقاله :
به‌طور تقریبی زمان زیادی از تأسیس بازارچههای مرزی استان سیستان و بلوچستان میگذرد و هنوز این بازارچهها که با هدف تسهیل و بهبود معیشت مرزنشینان تأسیس شدند نتوانستهاند که تأثیر بسزایی بر زندگی و امرارمعاش مرزنشینان بگذارند؛ فلذا انجام پژوهش حاضر با توجه به موضوع و اهدافی که دنبال میکند بسیار بااهمیت و کاربردی است. در این تحقیق عوامل مؤثر بر بهبود عملکرد بازارچههای مرزی استان سیستان و بلوچستان شناسایی و اولویتبندی شدند. در پژوهش حاضر ابتدا با مطالعات کتابخانهای و سپس با انجام مصاحبههای اکتشافی عوامل مؤثر بر بهبود عملکرد بازارچههای مرزی در قالب 5 دسته کلی (عوامل مدیریتی، عوامل زیرساختی، عوامل فرهنگی-اجتماعی، عوامل سیاسی-امنیتی و عوامل اقتصادی – سرمایهای) شناسایی شدند و در قسمت بعدی تحقیق نیز عوامل شناسایی‌شده برحسب سه معیار (میزان اثربخشی، میزان کارایی و زمانبر بودن) به روش ویکورفازی اولویتبندی شدند. ابتدا به معیارها با تکنیک FAHP وزن اختصاص داده شد که اثربخشی و کارایی با وزن 0.4 و زمانبر بودن نیز با وزن 0.2 در نرم‌افزار ویکور قرار گرفتند و بعد از قیاس زوجی بین عوامل مشخص شد که عوامل مدیریتی و زیرساختی بهعنوان اولویتهای اول مطرحاند تا با توجه ویژه به این دسته از عوامل بتوان عملکرد بازارچههای مرزی استان را بهبود بخشید.
Roughly, a lot of time has passed since the establishment of border bazaars in Sistan and Baluchistan province, and still these bazaars, which were established with the aim of facilitating and improving the livelihood of the border dwellers, have not been able to make a significant impact on the lives and livelihood of the border dwellers. Therefore, the present research is very important and practical according to the subject and the goals it pursues. In this research, the effective factors on improving the performance of border bazaars in Sistan and Baluchistan province were identified and prioritized. In the current research, first with library studies and then with exploratory interviews, the effective factors on improving the performance of border markets in the form of 5 general categories (management factors, infrastructural factors, socio-cultural factors, political-security factors, economic factors and capital factors) were identified, and in the next part of the research, the identified factors were prioritized according to three criteria (effectiveness, efficiency, and time-consuming) using VIKOR-Fuzzy method. First, weights were assigned to the criteria with FAHP technique, and effectiveness and efficiency with a weight of 0.4 and time-consuming with a weight of 0.2 were placed in VIKOR software, and after a pairwise comparison between the factors, it was determined that the management and infrastructure factors as The first priorities are mentioned so that by paying special attention to this group of factors, the performance of the province's border markets can be improved.
