تحلیل گفتمان مدیریت دولتی ایران در بخش توسعه گردشگری (گفتمانهای مورد بررسی: اصلاحات، عدالتمحور و اعتدال)

چکیده مقاله :
هدف از این پژوهش، تحلیل گفتمان مدیریت دولتی ایران در بخش توسعه گردشگری است. حوزه این پژوهش، تمامی متون بیان شده توسط مدیران دولتی در بخش گردشگری در سه دوره تاریخی حاکمیت در جمهوری اسلامی ایران از جمله گفتمان اصلاحات و گفتمان عدالتمحور و گفتمان اعتدال در دورههای 8 ساله بوده است. حوزه این پژوهش شامل مجموعه متونی بوده است که داخل روزنامهها، مجلات و سایت ریاست جمهوری و... منتشر شده است. نمونه آماری در این پژوهش جمعاً 83 متن بود که مورد تفسیر و بررسی قرار گرفت. جهت گردآوری دادهها در این پژوهش از روش کتابخانهای استفاده شد. روش تحقیق حاضر تحلیل گفتمان بود. یافتهها نشان داد که مدیران دو دوره به رسیدن به شاخصهای حکمرانی خوب، فکر کردهاند و در بسیاری از متون بیان داشتهاند که باید به آن سمت و سو حرکت کرد. لیکن در هر دو دوره برخلاف مطالب بر زبان رانده شده واقعیت چیز دیگری است و وضعیت موجود از وضعیت موعود که همان حکمرانی خوب میباشد فاصله بسیاری دارد. با استفاده از روش تحلیل گفتمان و بررسی قواعد زبانی میتوان در مختصات گفتمان مدیران دولتی به این پی برد که زیبا سخن گفتن در نظر عامه مردم میتواند عملکرد ضعیف را به اشتباه با فریب افکار عمومی قوی جلوه داد.
The purpose of this research is to analyze the discourse of Iran's government management in the field of tourism development. The scope of this research was all the texts expressed by government managers in the tourism sector in three historical periods of governance in the Islamic Republic of Iran, including the reform discourse, the justice-oriented discourse, and the moderation discourse in 8-year periods. The scope of this research included a collection of texts that were published in newspapers, magazines, and the website of the presidency, etc. The statistical sample in this research was a total of 83 texts that were interpreted and analyzed. Library method was used to collect data in this research. The current research method was discourse analysis. The findings showed that the managers of two periods have thought about achieving good governance indicators and have stated in many texts that it is necessary to move in that direction. But in both eras, contrary to what has been said, the reality is something else, and the current situation is far from the promised situation, which is good governance. Using the method of discourse analysis and examining linguistic rules, it is possible to find out in the discourse coordinates of government administrators that speaking beautifully in the eyes of the public can make weak performance appear strong by deceiving public opinion.
