چکیده مقاله :
تراکم را می توان به عنوان معیار یا یک سیستم اندازه گیری تعریف نمود. بعد اقتصادی تراکم شاید مهمترین موضوع این مقوله باشد زیرا اقتصاد ملی، اقتصاد محلی و اقتصاد خانوار به گونه ای مستقیم بر تراکم شهری موثرند. از سویی نسبت قیمت زمین اهمیت زیادی دارد و از سوی دیگر توان مالی، عوامل اجرایی و مدیریت شهری در کمک به برنامه های مسکن، تامین هزینه های زمین و مسکن و نیز خدمات شهری، همگی بر روند شکل گیری و ماهیت تراکم شهری و تحقق تراکم های پیش بینی شده در طرح های توسعه شهری موثر است. هدف از این تحقیق تحلیل پیامدهای فروش مازاد تراکم ساختمانی در سطح منطقه 2 تهران، که به روش توصیفی و تحلیلی انجام گرفته است. و پس از جمع بندی از روش تجزیه و تحلیل داده ها با مدل swot جهت دسترسی به نتایج استفاده گردیده است. محدوده مورد مطالعه این تحقیق منطقه 2 شهر تهران است. نتایج تحقیق نشان داده است که فروش مازاد تراکم ساختمانی توسط شهرداری ها، موجب اختلال در نظام تراکم جمعیتی طرح های مصوب سازمان فضایی شهرها، و سیمای شهری شده است. علاوه بر این باعث کمبود کاربری های خدماتی، افزایش ازدحام و تبدیل به بستری جهت سوداگری زمین و مسکن گردیده است. تبعات این سیاست در ابعاد مختلف اقتصادی، اجتماعی و فرهنگی، کالبدی منجر به افزایش قیمت زمین و مسکن، افزایش هزینه های بخش تولید و خدمات شهری، تضعیف قوانین و مقررات شهری و از بین رفتن هویت شهری و... گردیده است.
Density can be defined as a benchmark or a measurement system. The economic dimension of congestion is perhaps the most important issue in this category because the national economy, local economy and household economics directly affect urban density. On the other hand, the land value is very important, and on the other hand, financial power, operating factors and urban management in helping housing programs, providing land and housing, as well as urban services, all contribute to the formation of the nature of urban congestion and the realization of density The projections are effective in urban development projects. The purpose of this study was to analyze the consequences of surplus sales on zone 2 of Tehran, which was done by descriptive and analytical method. And after the conclusion, the data analysis method was used with the swot model to access the results. The study zone is Tehran 2 District. The results of the research have shown that the sale of surplus congestion by municipalities has disrupted the population density scheme approved by the Urban Organization and urban design. In addition, there was a shortage of service use, increasing congestion and becoming a bed of land and housing. The consequences of this policy in various economic, social and cultural aspects have led to an increase in the price of land and housing, an increase in the costs of the production sector and urban services, the weakening of urban laws and regulations, and the loss of urban identity.
