تحلیل توسعه منطقه ای استان مرکزی با استفاده از تکنیک های چند معیاره به منظور دستیابی به توسعه متوازن

چکیده مقاله :
امروزه تخصیص غیر منطقی و ناعادلانه منابع و امکانات به مناطق خاص و محروم کردن مناطق دیگر از این گونه تسهیلات، موجب نابرابری های منطقه ای شده است. موضوعی که بازتاب آن را در چشم انداز جغرافیایی شهرها و رشد ناهمگون آنها در شهرهای ایران نیز می توان یافت. از این رو برای ایجاد تعادل و به منظور شکل دادن فضاهای مناسب و همگون، مطالعات منطقه ای مطرح می گردد. منظور از مطالعات منطقه ای، یافتن توانایی ها و میزان ظرفیت هر منطقه برای رشد و توسعه است. پژوهش حاضر به منظور تعیین درجه توسعه یافتگی بخش های گوناگون اقتصادی، اجتماعی، فرهنگی شهرستان های استان مرکزی و رتبه بندی آن ها بر اساس میزان توسعه یافتگی با رویکرد توصیفی – تحلیلی و با استفاده از از تکنیک های تصمیم گیری چند متغیره TOPSIS, SAW, VIKOR و تکنیک تاکسونومی عددی انجام شده است. نتایج به دست آمده از تکنیک های مورد استفاده با روش کپ لند مقایسه شدند. در این مطالعه برای شناسایی و تعیین درجه توسعه یافتگی هر یک از شهرستان های استان مرکزی با استفاده از آخرین آمار و اطلاعات موجود در سالنامه های آماری ، 53 شاخص در زمینه های بهداشتی و درمانی، فرهنگی، اجتماعی، مسکن و ساختمان، صنعت، امور زیربنایی وخدمات مورد مطالعه قرار گرفته است. یافته های حاصل از این پژوهش، عدم توزیع همگن و متوازن امکانات و خدمات در شهرستان های استان مرکزی را نشان میدهد. به طوریکه از مجموع 12 شهرستان استان ، شهرستان های اراک، ساوه و خمین در رتبه های نخست قرار گرفته و شهرستان های آشتیان، خنداب و فراهان رتبه های آخر را به خود اختصاص دادند. در مجموع شهرستان های استان مرکزی از نظر برخورداری از شاخص های منتخب همسان نبوده و در سطح استان نابرابری دیده می شود.
Nowadays, unreasonable and unjust allocation of resources and facilities to certain areas and the deprivation of other areas of these facilities have caused regional inequalities. A topic's reflect can be viewed in the geographic landscape of cities and their heterogeneous growth in the cities of Iran can also be found. Hence, regional studies are proposed to create a balance and to form suitable and coherent spaces. The objective of regional studies is to find the abilities and capacity of each region for growth and development. The present study aimed to determine the degree of development of various economic, social and cultural sectors of city of the Markazi province and ranking them based on the development of descriptive-analytical method and using multivariate techniques decision making such as TOPSIS, SAW, VIKOR and Numerical Taxonomy. The results of the used techniques were compared with the Copland method. In this study, in order to identify and determine the degree of development of each county in the Markazi province, 53 indexes have been studied in the fields of health, medical, social, housing and construction, industry, affairs infrastructure and services and by applying the latest statistics and information in the Statistical Yearbooks. The findings of this study show the lack of homogeneous and balanced distribution of facilities and services in the counties of Markazi province. So, out of total 12 counties of Markazi province, the counties Arak, Saveh and Khomein and also, counties Ashtian, Khandab and Farahan had the first and the last grades, respectively. In general, the counties of Markazi provinces are not identical in terms of having the selected indicators and there are inequalities in the province.
