چکیده مقاله :
نظام اداری سالم و کارآمد عامل اصلی پیشبرنده برنامههای توسعه است و نیروی انسانی متخصص و شایسته نقش کلیدی در ارتقا آن دارد. تأمین منابع انسانی الکترونیک از طریق برخورداری از پیکربندیهای سختافزاری، نرمافزاری و منابع شبکه الکترونیکی کامپیوتری باعث کاهش زمان و هزینههای سازمانی، بهبود ارتباطات اثربخش و ایجاد شفافیت میشود؛ و از طریق تمرکز بر انتخاب و استخدام افراد شایسته، کاهش فساد اداری و توسعه سلامت نظام اداری را به همراه دارد. هدف پژوهش حاضر تبیین معیارهای سیستم تأمین منابع انسانی الکترونیک در راستای ارتقا سلامت نظام اداری در شرکت ملی نفت ایران است. این پژوهش در چارچوب رویکرد کیفی انجام شده و از روش تحلیل تم برای تحلیل دادهها استفاده کرده است. جامعه آماری پژوهش شامل 15 نفر از خبرگان شرکت ملی نفت ایران هستند که به روش نمونهگیری هدفمند انتخاب شدند. برای شناسایی شاخصها و طراحی مدل پژوهش از روش مصاحبه نیمهساختاریافته و کدگذاری با نرمافزار مکس کیودا استفاده شد. اندازهگیری پایایی به روش پایایی بازآزمون و روایی از طریق چهار معیار اعتبارپذیری، تعمیمپذیری، اطمینانپذیری، و تاییدپذیری انجام گرفت و تأیید شد. الگوی نهایی در قالب 7 تم اصلی، 17 تم فرعی و 42 مفهوم استخراج شد. سیستم تأمین منابع انسانی الکترونیک در شرکت ملی نفت ایران در صورتی منجر به ارتقای سلامت نظام اداری میشود که دارای معیارهای: سیستم الکترونیک همهجانبه و یکپارچه، حمایت مدیریت، شایستگی، شفافیت، قانون مداری، عدالت محوری و پاسخگویی باشد.

ئئوA healthy and efficient administrative system is the main factor to development programs, and competent human resources play a key role in achieving the administrative integrity. electronic recruitment through having hardware, software configurations and electronic computer network resources reduces organizational time and costs, improves effective communication and creates transparency; And by focusing on the selection and hiring of competent employees, it reduct administrative corruption and develop administrative integrity. The purpose of this research is to identify the indicators of the E-recruitment to improve the administrative integrity in the National Iranian Oil Company. This research was conducted in the framework of a qualitative approach and the theme analysis method was used to analyze the data. The statistical population includes 15 National Iranian Oil Company experts, who were selected by purposeful sampling. To identify the indicators and design the research model, a semi-structured interview method was used and coding was done through MAXQDA2020 software. Reliability was measured using the test-retest method and validity through four credibility criteria, transferability, dependability, and confirmability. The indicators of the e-recruitment system to improve administrative integrity were extracted in the form of 7 main themes, 17 sub-themes and 42 concepts. E-recruitment system in the National Iranian Oil Company leads to develop of the administrative integrity if it has the following criteria: comprehensive and integrated electronic system, management support, competence, transparency, rule of law, justice-oriented and responsiveness.
