ارزیابی اثربخشی عملکرد دفاتر تسهیلگری در فرآیند توسعه محلات غیررسمی (مطالعه موردی: محله ارزنان، اصفهان)

چکیده مقاله :
محلات غیررسمی بخش جدانشدنی مناطق شهری، با مسائل و مشکلات مختلف روبرو بوده و برنامهریزی جهت ساماندهی آن ها ضرورت دارد. طی سال های اخیر یکی از اقدامات پیشران، راه اندازی دفاتر تسهیل گری و توسعه محلی با مشارکت مردم بوده است. پژوهش حاضر با هدف ارزیابی فعالیت دفتر تسهیل گری و توسعه محلی ارزنان در فرآیند توسعة این محله انجام شده است. پژوهش به لحاظ هدف از نوع کاربردی و از لحاظ ماهیت توصیفی - تحلیلی و از حیث روش گردآوری اطلاعات جزء تحقیقات اسنادی و پیمایشی است. دو جامعه آماری شامل ساکنان محله ارزنان و کارشناسان خبره مراکز دانشگاهی و دستگاه های اجرایی مرتبط میباشند. حجم نمونه با استفاده از فرمول کوکران برای ساکنان 350 نفر و برای کارشناسان 50 نفر تعیین و به روش تصادفی منظم نمونه گیری شدهاند. یافته های پژوهش نشان داد: از دیدگاه ساکنان، میزان موفقیت و اثربخشی عملکرد دفتر تسهیل گری ارزنان از نظر شاخصهای مشارکت (با میانگین51/2)، افزایش حس تعلق (11/2)، اعتمادسازی (64/2)، اطلاعرسانی (48/2)، نهادسازی (74/2)، توانمندسازی اجتماعی (33/2)، اقتصادی (06/2) و میانجی گری (85/1)، در سطح پایینی بوده است. از دیدگاه کارشناسان نیز از لحاظ شاخص های مشارکت (با میانگین 62/3)، افزایش احساس تعلق (35/3)، اعتمادسازی (34/3) و نهادسازی (21/3) در سطح متوسط رو به بالا و از لحاظ شاخص های توانمندسازی اجتماعی (77/2)، اقتصادی (64/2) و میانجی گری (60/2) در سطح پایینی قرار داشته است. دو شاخص نهادسازی و اعتمادسازی به ترتیب با میانگین رتبه ای 90/5 و 76/5 بر اساس نظر ساکنان و دو شاخص مشارکت دهی و اعتمادسازی به ترتیب با میانگین رتبه ای 42/6 و 48/5 بر اساس نظر کارشناسان، بهعنوان مهم ترین شاخص های موفقیت و اثربخشی عملکرد دفتر تسهیل گری محلة ارزنان تعیین شده اند. همچنین نتایج نشان داد که عدم آشنایی برخی دستگاههای اجرایی با نقش و جایگاه دفتر تسهیل گری و فقدان توانمندی مالی با کسب بیشترین امتیاز از آزمون فریدمن (به ترتیب با میانگین رتبه ای 98/6 و 97/6)، بهعنوان مهمترین مسائل و مشکلات پیش روی دفتر تسهیل گری ارزنان می باشند.
