بررسی اقتصادی و محیط زیستی دولت الكترونيك در بخش كشاورزي (مطالعه موردي پروژه صدور الکترونیکی پروانه و مجوز در استان فارس)

چکیده مقاله :
زمینه و هدف: در ايران، تغيير رويكرد صدور پروانه و مجوز از روش سنتي به الكترونيكي براي فعاليتهاي كشاورزي از جمله پروژههاي است كـه با ورود تكنولوژي الكترونيكي در قالب دولت الكترونيك در بخش كشاورزي، رسماً در استان فارس عملياتي شده است. لذا، مطالعه حاضر به بررسي اقتصادی و محیط زیستی تأثير اين پروژه از طريق مقایسه روشهای سنتی و الکترونیکی صدور پروانه و مجوز پرداخته است.
روش بررسی: آمـار و اطلاعات مورد نيـاز به صورت پيمـايشي در قـالب نمونهاي در بر گيرنده 64 پرونده صدور پروانه و مجوز و بـا استفاده از روش نمونهگيري دو مرحلهاي تصادفي طبقهبندي شده در سازمان جهاد کشاورزی استان فارس در سال 1390 بهدست آمد. در ادامه، به منظور تجزیه و تحلیل اطلاعات از معیار تعیین نرخ اثربخشی، آماره لوین، آزمون تحلیل واریانس یک طرفه، آزمون t و معیار تعیین نرخ تغییرات استفاده شد.
یافته ها: بر اسـاس نتايج حاصله، استفاده از روش الکترونیکی از بعد اقتصادي، کاهش 8/1789 هزار ريالي در کل هزینههای پیگیری هر پرونده و از بعد محیط زيستي کاهش 58/164 ليتري در مصرف سوخت و نيز کاهش 29/344 كيلوگرمي در میزان آلایندگی هوا به ازاي هر پرونده را در پي دارد.
بحث و نتیجه گیری: روش الکترونیکی علیرغم مزاياي يادشده از اثربخشی مناسب برخوردار نبوده و نيازمند بازنگري از طريق شكلگيري "بخش دولت الكترونيك" است.
Background and Objectives: In Iran, with entrance the electronic technologies, changing approach of licensing and permitting for agricultural activities from traditional to electronic manner in the form of e-government project has officially been operated in the Fars province. With regard to this issue, the present study investigated the economic and environmental effects of this project through comparing traditional and electronic methods of licensing and permitting in Fars Jihad-of-Agriculture Organization.
Material and Methodology: Data collected through a sample including 64 files of licensing and permitting documents, using a two-stage stratified random sampling, in 2011. Then, in order to data analysis, the effectiveness rate criterion, Levin test, ANOVA test, t test and the change rate criterion were used.
Finding: The results indicated the electronic method, in the economic aspect, declined 1789.8 (1000 rials/Document) in the total costs and in environmental aspect reduced 164.58 (Liter/Document) in fuel and 344.29 (Kg/Document) in the total air pollution.
Discussion and Conclusion: Despite these benefits, the electronic method has not appropriate effectiveness in outputs and needs to be revised through the creation of "e-government department".
